The logistics hub is in expansion with the rapid development of the logistics industry, the total number of domestic logistics hubs is over600,but at the same time, the environmental issues are apparent, so the government advocates "low-carbon" aspect in order to comply with the development of times. The study about "low-carbon" logistics hub planning home and abroad is just at the micro level, also there is no specific quantitative analysis. In this paper, we choose the point of traffic planning of logistics hub to optimize the network design, in order to achieve the balance point between road congestion and carbon emissions. In addition, there is a case about Fen run logistics hub to verify the feasibility of this method. So there is theoretic and practical significance to the study of low-carbon logistics hub planning.In this paper, we have applied the low-carbon network design in transport of logistics hub through analyzing the literature and using the double continuous road network planning model, the study results are as follows:Firstly, reviewing the method of road network in urban transport, and propose the new study direction, that is optimize the road network based on "low-carbon" approach; Secondly, summarizing the factors which influenced the carbon-emission on transport based on the previous study, then use the relevant data to extract the main factors, and give the methodology to calculate the carbon emission at the principle of Ec transit tools; Finally, modifying the CNDP(continuous network design problems)model, which adds "minimize the carbon emission " to the model as the object, then use the genetic algorithm to solve the problems.
