A Study Of The Developing Countermeasures For Emerging Ndustries From A Cluster Perspective

With the post-financial crisis era coming, under the leadership of the major developed countries, emerging industries has become a leading force in pushing the world economy forward. China is facing the situation of adjusting the industrial structure and transforming the mode of economic growth. Developing emerging industries plays an irreplaceable role in shortening the distance between us and the developed countries. So, in the domestic and foreign context, Jilin Province has also accelerated the pace of developing emerging industries.In the premise of the emerging industries research home and abroad, also on the base of the features of emerging industries and the difference between the emerging industries and other industries, in a cluster perspective, this paper selects four aspects including production and management, market performance, assets and technology to identified ten evaluation indexes and empowers them by the mean square deviation which belongs to the objective indicators method. Then, this paper builds two models: emerging industries spatial concentration assessment model and emerging industries basic competitiveness evaluation model. The basic competitive model includes four special competitiveness models:production and operation competitiveness, market performance competitiveness, assets competitiveness and technology competitiveness as well as a comprehensive competitiveness.First, we use the emerging industries spatial concentration model assessing the cluster situation of some emerging industries. Then we conclude that the concentration degree of bio-pharmaceutical industries, electronic information industries and tourism industries are very high, but the advanced equipment manufacturing industries have been stable for years without any outstanding development, as well as the new energy industries is very low. Second, we compared emerging industries basic competitiveness among Jilin. Beijing, Shanghai and Guangdong, the comprehensive competitiveness of the bio-chemical industries, advanced equipment manufacturing industries and bio-pharmaceutical industries in Jilin has been ranked first, but electronic information industries, energy saving and environmental protection and new energy industries are backward. Overall, the technology competitiveness of Jilin is completely at a disadvantage.We can conclude that the restrictive factors of emerging industries in Jilin. The bio-chemical and bio-pharmaceutical industries:labor productivity, cost profit, market share, the proportion of fixed assets and the number of patent applications; advanced equipment manufacturing industries:cost profit, market share, the proportion of fixed assets and the number of patent applications; electronic information industries:labor productivity, product sales rate, market share, relative specialization coefficient, owners’ equity ratio, current assets turnover, the proportion of fixed assets and the number of patent applications; energy saving and environmental protection and new energy industries:labor productivity, cost profit. product sales rate, market share, relative specialization coefficient, current assets turnover, the proportion of fixed assets and the number of patent applications; in addition new energy.industries:owners’ equity ratio.Finally, this paper make some suggestions:Jilin should make good use of regional characters, strengthen opening up the market, enhance the strength of assets and promote the technological innovation, what’s more, take steps to make some policies so as to develop emerging industries cluster. This paper analyzes the situation of Jilin’ emerging industries and proposes corresponding countermeasures. but also provide a reference for other regions to develop emerging industries and industrial Cluster.
