Jilin Mengxi Engineering Management Co., Ltd. is a project management companywith engineering project management as core business complemented by engineeringsupervision and plant engineering management. Founded in1992, originally as ansubsidiary of Jilin Chemical Industrial Company, and completed corporate restructuringin1999, it has been transferred to a project management company; In August2007, inaccordance with the requirements of the professional management of oil industry inChina, it was placed under PetroChina Northeast Refining&Chemicals EngineeringCompany Limited, and currently employs more than1,200people. In2000, thecompany was awarded the national advanced engineering construction supervision unitby the China Association of Engineering Consultants; In2004, the outstandingenterprises of the construction projects by CNPC; In2005, the advancedengineering construction supervision enterprises by Jilin Association of EngineeringConsultants under Jilin City Construction Committee, In2006, was awarded the qualitymanagement advanced enterprises by the People’s Government of Jilin Province; In2008, the advanced enterprise of project supervision by associations of engineeringconsultants at national and Jilin provincial levels.Projects are throughout the20provinces of Xinjiang, Gansu, Sichuan, Yunnan,Inner Mongolia, Heilongjiang, Jilin, Liaoning, Guangdong, Guangxi, Fujian, and Nigerin Africa. Accumulated wealth of experience in project supervision is mainly in thepetrochemical industry, and also a wealth of experience in engineering constructionmanagement, it has now developed into an independent project management team withmanagement experience, strong technical competence, complete disciplines, standardmanagement, intensive knowledge and specialized social-orientation. The companyconsists of24project divisions and4direct project departments, who are responsible for a geographical project supervision and project management, the headquarters accountand assess their annual effective performance, accordingly to reward the assessed units.With the expansion of business scale and development of business scope, projectdivisions are becoming ever larger, their number are increasing. They are not only thecompany’s main source of the benefits, but also the main entity of profits; However,their locations are far away from the head office, the headquarters can not manage andcontrol them face to face, therefore, it is very important to strengthen the managementof their respective divisions to enable them to be in full accordance with thecompany set standards, and their goals remain completely consistent with that of theheadquarters. The companies want a great development, continuously improve themanagement level, attain an invincible position in fierce market competition, the need tocombine the characteristics of the company’s business, and being market-oriented inorder to ensure the quality of engineering and technical services, in order to improve thequality of staff, to maximize the benefits for the target in close connection with thecompany’s development strategy, establish a comprehensive set of integratedperformance appraisal system, and to achieve the close combination of the enumerationsystem, the company’s development strategy plays an important role.With knowledge learned in the EMBA class on financial management, humanresources management, strategic management and other courses, together with thebalanced scorecard, comprehensive evaluation method,360-degree performanceappraisal method, combine Jilin Mengxi’s current main business sectors of workssupervision, project management, plant engineering consultation, and apply to therespective division performance evaluation system, efforts to achieve all divisions toperform at one standard, same scale and identical benchmark of implementation.Therefore, it is assured that both the company recent work tasks and the "12th Five-YearDevelopment Plan would be realized.
