With the international economic situation continues to fall,oil and gas,coal and other energy market demand dropped rapidly,the oil engineering and technical services market shrinks sharply.CQ is a technology-oriented,which provide oil exploration,development and other technical services for petroleum enterprises.In the face of the requirements of the reform of state-owned enterprises and the rise of domestic and foreign markets,CQ needs to adjust development direction and improve the enterprise performance.CQ also needs to complete the strategic transformation and mixed reform as soon as possible.This article uses the balanced score card which take into account the strategic management and performance assessment tools to help the CQ to optimize the performance appraisal system.The article first introduces the theory of balanced score card performance evaluation,laying the theoretical foundation for the following.Then,the author analyzes the current situation of the institutional setting and performance appraisal of CQ and finds out the problems in system.In order to solve these problems,the author put forward the balanced scorecard tools to improve the proposal.Then,combining the balanced scorecard and the improvement proposal to analyze the strategic objectives of the CQ,whose strategic objectives division includes financial class,customer class,internal process class,learning and growth class.At the same time,the entropy method is used to distribute and calculate the weight of the five levels of performance evaluation index,and the comprehensive evaluation index is used to obtain the results of each grade and overall performance evaluation.Finally,the performance evaluation system of the above design is applied to the largest department of CQ.The evaluation results of the performance evaluation are analyzed and compared with the original performance contract.Comparing with the original performance contract,it is proved that the application of the balanced scorecard has an important application value.The evaluation of the results and analysis can help enterprises to amend the strategic objectives.Furtherly,it can clarify the future direction for the sustainable development and improve the performance of the entire business unit level.
