County Economic Development Of Jilin Province And Tongyu Empirical Research

County economy is an important part of the national economy. It plays a role ofconnecting the preceding and the following between the urban and rural areas. Withthe rapid development of economy and society, the proportion that county economyaccounts for GDP is also growing. As the forward position of the politicimplementation and administrative management, the importance of county economyis self-evident. In recent years, aiming to solve the trend of attaching importance tourban development and ignoring rural development in the past, the centralgovernment puts forward to develop the county economy vigorously. It makes aseries of major strategic deployments such as implementing the act of supportingdeveloping counties and giving aid to backward counties, and brings the countyeconomy into the range of national economic construction and reform. By the impactof this environment, the economic development of county has been receiving anunprecedented opportunity and will enter a new period of rapid development.Jilin Province is located in the under-developed central region. The square ofcounties accounts for90percent of the total province, in addition,60percent of totaleconomic output comes from county areas. Thus it can be seen that the developmentof counties is of great significance to the economic take-off of Jilin Province.Carrying a further research on county economic development of Jilin Province andexploring the regular pattern of economic development is not only contributive toenhancing the region’s comprehensive strength, achieving a comprehensive well-off,but also can give a guidance for the development of the other parts’ county economyin our country.In this paper, we apply the method which combines the theoretical research andempirical analysis. Firstly, we elaborate the connotation, characteristics and the basictheories which are associated with county economy. We analyze the achievements ofcounty economic development in Jilin Province during the "Eleventh Five-Year" period and the current constraints faced. Secondly, we construct a index system ofcounty’s comprehensive evaluation by using related data of the40counties in JilinProvince Statistical Yearbook (2009—2010). Based on the index system constructed,from two aspects proceeded with static and dynamic state, we apply the factoranalysis to make a comprehensive evaluation of the counties’ economic developmentin Jilin Province and illustrate the results of cluster analysis aimed at understandingthe trend of each county’s development. Thirdly, as a case of Tongyu which is anunder-developed county located in inland region, we construct the log-linearregression model, Gini index, the optimization and system entropy of the industrialstructure model using econometric and statistical research methods to measure thecontribution rates of productive elements, industrial specialization, the optimizationsof industrial structure and the contributions that different industries make to theoptimized values of industrial structure in Tongyu county respectively in order todetermine the input-output efficiency and the flatness of the industrial structure inTongyu county, analyze the causes and obtain the approximate solution to optimizethe industrial structure. Finally, based on the result of empirical research, we sum upthe problems in the process of county economic development in Jilin Province andTongyu county. Furthermore, we give the corresponding countermeasures andsuggestions according to the actual situation.
