Study On Comprehensive Evaluation Of County Economy In Taihang Mountain Area Of Hebei Province

As the basic economic unit of a state or an area,regional economy is well connected with the regional development and social improvement.Only through the booming of regional economy can the goal of well-off society be achieved.The programmatic document of Sixteenth CPC National Congress calls upon the expanding of county economies.Sequently,the 17 th and 18 th CPC National Congress reiterates the development of county and the narrowing gap between regional development.Since county starts the issues of agriculture,the solution to county development is vital to the sustainable development of area economy.As a mountainous country,with mountainous area accounting for 69% in its total area and population in this area more than 50%,China is quite concerned with regional economy.Due to the lagging economic development in mountainous county areas,the under-developed infrastructure,and the under-used advantage of resources,mountainous county areas progress slowly,which negatively contributes to the sustainable development.Taihang Mountains,the main mountains in the east,is the water conservation area for Beijing-Tianjin and North China,and ecological shelter zone for the economic area of Beijing-Tianjin and the Bohai sea as well.Hebei province contains 25 counties,accounting for 51% of its total area,the economic development of which play a vital role to the sustainable development of Hebei.Baoding,as the focus area of the less developed counties in Hebei Taihang mountains,has a special meaning and provides the scientific instruction to economic development.Based on the research results and inductive logical theory during the economic analysis for the counties at Taihang Mountains,this thesis takes Baoding city,the capital of Hebei province,as an example,to summarize the current economic state of Hebei through some methods such as the integration of theory and reality,and the dynamic and static analysis.Next,based on the statistical data from 2006 to 2015,entropy evaluation method conducts the comprehensive evaluation to the mountainous area county economic development level and county economic competition,from six aspects,economies of scale,economic structure,infrastructure,basic education,people's income,the government finances,to construct integrated index system.The results show that the mountainous area of Baoding county have some problems,such as the economic development level is weak,economic strength is weak,the development of industrial clusters is backward,low level of agricultural modernization,urban and rural income gap is larger,and the problem of low level of social development.At last,based on the evaluated result and the existing problem,the suggestions of six aspects are given,combined with the actual developing situation of Baoding mountainous county: leading by park development and enhancing the gathering effectiveness;focusing on structual adjustment and increasing comprehensive competitive ability;supporting via education enhancement and invoking the whole economic strength;basing on the facility improvement and perfecting economic developing environment;ensuing by sound policy and promoting economic harmonic development;using the joint platform between Beijing and Tianjin and promoting the creative ability of project.And Puting forward the countermeasures and suggestions for the economic development of mountainous counties in Baoding.In addition,it also provides reference for the development of county economy in Hebei taihang mountains.
