As one of the important processes of performance management, performanceassessment directly affects the effectiveness of enterprise management processes. Inthe evaluation of its employees, the enterprise should use a scientific assessmentindicator system to assess the employees’ performance, and feed back the results ofperformance assessment to the employees. Therefore, only after setting up areasonable performance assessment indicators, establishing and effectivelyimplementing a comprehensive evaluation system, the enterprise can achieve theobjectives of performance management. Because performance assessment isconnected to the strategic objectives of the organization, its effectiveimplementation will be beneficial to the staff behavior and the strategic goals of theenterprise. The performance assessment system is significant in the integration ofenterprise’s human resources, coordination and control employee. With theestablishment of modern enterprise management system, performance assessment hasbecome one of the important tools for the enterprise.As one of the popular performance evaluation method, The Balanced ScoreCardhas been applied by a lot of enterprises in recent years in China. Compared withother methods of performance evaluation, the Balanced Scorecard has someadvantages. Firstly, the Balanced ScoreCard put the performance assessment into thestrategic management process. By establishing the performance evaluation systemclosely related to the enterprise’s strategic objectives, the Balanced ScoreCardtransform the strategic targets into the performance targets, then combine theenterprise’s long-term goals and short-term goals. After the strategic targets of theenterprise become different performance targets in the whole enterprise and become the focus of employees, the whole enterprise behavior coordinate to the strategicobjectives. Secondly, the Balanced ScoreCard emphasize on non-financial index. Itintegrate the financial index and non-financial index, and comprehensively evaluatethe long-term development ability of the enterprise. Finally, the Balanced ScoreCardadopt the learn and grow indicator into performance assessment system. This willencourage the managers to continuously improve the enterprise’s product innovation,service innovation, market innovation and management innovation. Theseinnovation will help the enterprise better meet the needs of real and the potentialconsumption demand, enhance the core competitiveness of enterprises and the valueof the business.This paper uses the theories of performance evaluation to analyze the existingproblems of project department of Zhongjidadi Gas Corporation. To coop with theseproblems and realize the enterprise strategies, this paper improves the performanceevaluation indicator system by BSC. These indicators include four types: financial,customer, internal operation, learning and growth. The indicator system include threelevels: the whole project department, the division department and employee. Inaddition, this paper discusses the implement measures of the performance assessmentsystem, including preparation process, assessment process and feedback process. In thefeedback process, this paper put forward the form of employee interviews and the formof staff rational suggestion to communicate the performance assessment results. Finally,the article also introduces the safeguard measures of performance assessment,including the organization guarantee, system guarantee, ideological guarantee andfinancial security.Improving the performance assessment index system will set a standard for theproject department. This is significant to evaluate the staff performance, arouseemployee enthusiasm, initiative and creativity, promote human resource managementand realize the enterprise’s strategy goals.
