In recent years, China’s paper industry has the rapid development.The paperindustry development is widely concerned by the government, NGO and industryexperts. Currently, the biggest problem the paper industry facing is papermaking rawmaterial. China’s paper industry has been taking the path of development that mainlyof straw pulp paper affected by serious environmental pollution of straw pulp paper,straw paper be bound more and more. The path that traditional paper industry hasbeen using "Resourcesâ†'Productsâ†'waste" high pollution, high consumption, lowuse of the linear model of development has been a serious impediment to thesustainable development of the paper-making enterprises. Advanced paper-makingenterprises which use the main raw material is wood pulp that is supplied mainly bythe large number of artificial wood. As an agricultural country our country has richstraw resources and relatively scarce timber resources. According to China’s nationalconditions, the problem that how to solve straw serious environmental pollutionproblems and make straw resources turn waste into treasure is the strategic issues ofpaper industry development.As a national high-tech enterprise, HC Company overcomed the straw pulp andpaper environmental pollution problems, developed straw pulp technology. Recently,the company intends to apply this technology into actual productivity, build strawutilization project. As a customer manager of a large bank, the author had the honorpersonally involved in the assessment of the HC straw utilization project loans, andwas mainly responsible for the project market analysis and appraisal. HC Companystraw utilization project deal with1.5million tons of wheat straw, rice straw andother non-wood fiber raw material to produce600,000tons of this paste, the qualitiesof50million tons of paper, qualities of food and medical packaging box10billionorganic fertilizer900,000tons. This paper firstly introduces the background selecting the project, the basicconcepts of project construction scale and construction scale of decision-making.Secondly, this paper clears the impact on the scale of projects of policy, potentialmarket demand, the external market competition and other factors. Through theanalysis, the product of the project has a large potential market demand, and externalmarket competitiveness. Thirdly, through internal competitive situation (including theproject owner competitiveness and project competitiveness) analysis, conduct amarket assessment to the project. Through analysis, this paper concluds that theproject not only has area advantages and resource advantages, but also the projectproduct has environmentally friendly, low cost and big market capacity advantages.There is a very broad market prospects, product sales guarantee, competitive market,the project complies with the direction of the development of circular economy, andthe technology of the project is feasible. Fourthly, assessing the scale of projects bythe the project market entry and market share, sales planning and financial assessment,market risk. Through analysis, project investment in pre-tax financial internal rate ofreturn reaches15.49%that is higher than the benchmark rate of return of10%,projectpayback period is7.71years in pre-tax and has a certain degree of profitability. Thebetter debt indicators of the project show that the project is economically viable. Theproject is based on circular economy as a starting point, the true nature paperpackaging has the huge potential domestic market. Through the above analysis, theproject has an advantage in the markets, resources, technology, environment, funding,and national industrial policy and matching related conditions, so the scale of theproject is reasonable. Lastly, this paper summarizes the conclusions of the projectmarket assessment and improvement strategies, and proposed risk preventionmeasures.This paper argues that the project is economically viable. The development ofChina’s paper industry makes circular economy as a starting point and adhere to the3R principle. China is faced the contradiction of the lack of forestry resources andstraw pollution. Transforming the straw production process, achiving the recyclingeconomy of the straw production will be a revolutionary development of China’spaper industry. I hope this study has a certain theoretical research value and realistic guiding significance for the recycling economy and sustainable development ofpaper-making enterprises, and provide a reference value for the assessment of thebanking departments.
