The Study Of Comprehensive Benefits Evaluation For Agricultural Land Consolidation

At present, there is the dual pressure of population growth and economic development in China. Declining in arable land and cultivated land quality are more serious. Land consolidation activities, in particular agricultural land, improve the human-land conflicts and alleviate land use conflicts. Agricultural land consolidation make the income of farmers increased, promoting the modernization of agriculture and rural economic development. Benefit evaluation of agricultural land consolidation is the use of an objective, scientific method to comprehensive evaluation of the consolidation project, acceptance of land consolidation results. Study on comprehensive benefit evaluation of consolidation of agricultural land, rich land regulation theory, norms and guiding the practice of agricultural land consolidation is of great significance.The author describes the status of land consolidation at home and abroad firstly, which is useful for the content and direction of this article. Through this analysis, this article mainly uses the analytic method of fuzzy mathematics comprehensive evaluation, expert evaluation, and linear method and other methods. The author makes a study on the theory of comprehensive effect evaluation for agricultural land consolidation, explain the connotation of agricultural land consolidation, content, principles and basic theory. And then, the author put forward the methods and procedures of comprehensive effect evaluation for agricultural land consolidation, establishing evaluation index system and evaluation model construction. This article use analytic hierarchy process to calculate the index weight, and use multilevel fuzzy comprehensive evaluation method and linear method on the project’s economic benefits, social benefits, eco-efficiency and comprehensive benefits to determine item score values. After that, project in LianXing Village of ShiLing Town, HuaDu District, taken as a case. The results showed that the project’s economic benefits, social benefits, eco-efficiency and comprehensive benefits are "excellent" level, which belongs to the excellence in engineering. Consolidation of project results also show that agricultural land after the treatment conditions for agricultural production in the region, water conservancy facilities, ecological environment has been greatly improved. Evaluation and treatment results is consistent, so the evaluation approach is feasible.
