Study On The Construction Status And System Of Indemnificatory Housing In Guangzhou

Construction of indemnificatory housing is a huge project, and it relates to livelihood issues, especially the housing problems of low-income people in the town. How to establish a more perfect system and how to make the housing is no longer a problem is a topic which the national government needs to think deeply. Although China’s housing security system has been improved gradually with the work’s implement of indemnificatory housing construction, there are still many problems need to be solved, such as housing security system, indemnificatory housing structure, effects of urban-rural dualistic structure on housing security, and so on. This is further indicates that our country needs to reform and innovate the housing security system constantly to adapt to the continuous development of the real estate market, and to give services to China’s housing security and social security. China’s urban housing security system reform is an important part of China’s economic system reform. Since the1980s, with the establishment and improvement of the socialist market economic system, many reforms promoted, such as the housing security system reform and the housing system, urban state land use system, taxation and financial systems, social security system, and so on.The indemnificatory housing construction of Guangzhou is an important part of China’s housing security and also the earliest one of the key cities of the housing security work. Housing security work in Guangzhou has been conducted many times experiments and innovations, and walk in the front line of the housing security system reform, including the low-rent housing system, affordable housing system, public rental housing system and housing accumulation fund system. The construction of indemnificatory housing in Guangzhou is also the great one. However, at the same time made certain achievements, but also need to rethink the existing deficiencies in the system and possible reforms point. This paper studied the four content:1, reviews and summarizes the literature on the housing security system at domestic and foreign, to analysis the construction status of indemnificatory housing in Guangzhou, summed up the achievements of construction of indemnificatory housing and the problems of housing security system in Guangzhou, and proposes the related measures to improve the housing security system;2, it is necessary to promote China’s urban housing security system and system reform and innovation;3, to propose the innovative points in construction mode and the management system;4, combination of new institutional economics theory, put forward a few starting points of constructing a new housing security system. System reform and innovation can make the existing system more dynamic, can better promote the construction of indemnificatory housing and housing security work in Guangzhou, so as to benefit more people.
