| With the deepening of economic globalization,scientific and technological innovation on the contribution of economic growth continues to increase.National governments actively increase investment in science and technology resources,in order to promote sustained and healthy economic development.But the scarcity of scientific and technological resources and the low efficiency of configuration seriously hampered the improvement of scientific and technological ability.Optimizing the allocation of scientific and technological resources,improving the efficiency of scientific and technological resources to become the key to economic development.Since the reform and opening up,China’s economy has leapt to the forefront of the world,but the comprehensive innovation capacity is still lagging behind the developed countries.Optimizing and improving the efficiency of the allocation of scientific and technological resources has become an important part of the construction of innovative countries and the implementation of innovation-driven development strategy.At the same time,environmental issues have increasingly become obstacles and threats to the sustainable development of China’s economy and society,green development has been put on the agenda.Therefore,it will be of great significance to the substantial economic development if the environmental factors can be taken into account and further analysis of the efficiency of green technology resources allocation can be finished when studying the efficiency of resource allocation.The thesis researches on the efficiency of technology resources allocation,against the status of investment and output of science and technology resources of Guilin and other 13 cities in Guangxi Zhuang Autonomous Region,taking the SBM model which considering the non expected outputs,analysis the efficiency of green technology resources allocation of Guilin and other 13 cities in Guangxi Zhuang Autonomous Region.First of all,this thesis elaborates the related concepts and theories of resources,science and technology resources,science and technology resources allocation and allocation efficiency.Secondly,analysis the status quo of scientific and technological resources allocation between 2003-2014.Thirdly,according to the principle of selection of indicators to establish the green science and technology resource allocation efficiency evaluation index system.Then,taking the SBM model which considering the non expected outputs,this thesis measured the efficiency of green technology resources allocation of Guilin(2003-2014)and other 13 cities(2003-2014)in Guangxi Zhuang Autonomous Region under the different periods and different situations respectively.Then analysed the green technology resources allocation efficiency of Guilin and other 13 cities in Guangxi Zhuang Autonomous Region comprehensively,and according to the calculation results of the efficiency of green technology resources allocation without considering the non expected output,measured and compared the changes in the efficiency of green technology resources allocation in Guilin and other 13 cities in Guangxi Zhuang Autonomous Region with the influence of environmental factors considered or not.The results showed 1)The green technology resources allocation efficiency in Guilin city was increasing.2)The green technology resources allocation efficiency which considering the non expected outputs was higher than that not considering,which is showed that the influence of environmental factors on the efficiency of green technology resources allocation is negative.3)However,the efficiency of green technology resources allocation of Guilin City ranked the tenth among the 14 cities in Guangxi Zhuang Autonomous Region,which still needs to be further improved.Finally,this thesis puts forward the countermeasures and suggestions on optimizing the allocation of green science and technology resources and improving the efficiency of green science and technology resources allocation in Guilin from the four aspects of human,financial,material and information resource allocation. |
