Research On The Relationship Between Land Utilization And Economic Development In Henan Province

Land is the base on which human society develops, and the fundamental aim of landutilization is to meet the need of human social and economic development. Therefore, there isclosely connection between land utilization and social and economic development. Looking fromthe developing history of countries all over the world, the inevitable process and trend that therural cultivated land is decreasing while non-agricultural land for construction is increasing existgenerally between land utilization and economic development. Economic development results inchanges in land utilization, which can be shown by the rapid decrease in cultivated land area andincrease in the construction land. Cultivated land resource is not rich for our country especiallyfrom the reform and opening-up. The contradiction between economic development and resourceprotection is particularly prominent because of the rapid economic development which directlyresults in dramatic decrease of cultivated land, and the tremendous pressure on limited cultivatedland brought by the needs of urban and rural construction, grain production and other aspects.Under the current pattern of economic development, economic growth will certainly occupypartial cultivated land, which will make the cultivated land decreased. While solving thecontradiction between cultivated land quality and economic development, we should select properpattern for economic development according to natural factors, population conditions andeconomic development level of different regions, formulate overall plan of land utilization forvarious regions, determine the scale of urban expansion in different regions, enhance landutilization rate and achieve optimal allocation of resources. In general, during the urban expansionprocess in Henan province, construction land is obviously increasing and there is a phenomenonthat various types of land utilization transfer towards urban construction land in varying degrees.With the developmental strategy of “Central Plains rising to prominence” and “Central Plains CityGroup”, Henan province should, within the coming period, accelerate industrialization andurbanization, advance agriculturalization, achieve magnificent strategies and targets, such as thecomprehensive establishment of a moderately prosperous society, and strongly need land whichbring new higher request for the management of land utilization.This dissertation systematically analyzes the current research on the relationship betweenchanges in land utilization and economic development and the theoretical mechanism on whichthey mutual affect each other, and takes Henan province as a practical analysis example. Based onthe change data set of land utilization in Henan province from1998to2008and statistic yearbookof Henan province, and according to change data and social and economic date of land utilizationin Henan province, the dissertation establishes index system evaluating land utilization and economic development level, establishes mathematical statistical model jointly with SPSS17.0and statistical software of Microsoft Excel, and quantitatively analyzes the relationship betweenthem. Using principal component analysis and correlational analysis method, it quantitativelyanalyzes the influence of land utilization on economic development; from three perspectives ofthe relationship between economic development and cultivated land, between economicdevelopment and construction land and between fixed assets investment and construction land, itquantitatively analyzes the influence of economic development on land utilization by usingcorrelational analysis method; and then, using way of qualitative analysis, it elaborates from fouraspects of industrial structure, population growth, urbanization level and economic growth; itestablishes a comprehensive index system which can reflect land utilization and coordinatedeconomic development level. This system composes of four layers of destination layer, criterionlayer, factor layer and index layer and21specific indexes. Based on gray association coordinationmodel and coordinated development degree model, it comprehensively evaluates land utilizationand coordinated development degree of regional economy in Henan province. The results showthat:(1) There is certain relativity between land utilization and economic development in Henanprovince; per capita GDP has relativity respectively with cultivated land, forest land, traffic landand land urban construction land from1998to2008; it is prominent on the significant level of0.01(based on bilateral tests); the relativity between urban construction land and per capita GDPis most prominent reaching the top, which shows that this kind of growth is the main impetus ofeconomic development in Henan province. The negative relation between cultivated land and percapita GDP, that is the existence of comparative income, urges cultivated land to transfer to thetype of high economy and low income and enhances overall economic income, which is also theimportant element of regional economic development.(2) From the correlation analysis on the relationship between economic development andcultivated land, between economic development and construction land and between fixed assetsinvestment and construction land, we can conclude that GDP and production values of primaryindustry respectively show prominently negative relation to changes in cultivated land area; GDPand production values of the second and tertiary industries respectively show highly positiverelation to construction land; the growth of fixed assets investment has closely relation withchanges in construction land, and the relation is highly positive. From qualitative analysis, thefour aspects of industrial structure, population growth, urbanization level and economic growthare the main influencing factors that cause changes in land utilization.(3) From the results of comprehensively evaluating on land utilization system and systematically and coordinated economic development degree in Henan province, we canconclude that the average coordination degree of eleven years from1998to2008was betweenbare coordination and primary coordination. But at the end of the research, the coordinationdegree was gradually developing towards favorable coordination.Aiming at the current situation of land utilization, the influence of land utilization oneconomic development and the influence of economic development on land utilization, and on thebasis of calculating and analyzing the system of land utilization and the coordinated degreedevelopment of economic system, the dissertation proposes suggestions and strategies on landutilization and sustainable development of regional economy in Henan province.
