Performance Evaluation Of Land Consolidation

China has a large population, so arable land and arable land reserve resources are relatively scarce. As the accelerated process of industrialization and urbanization, the scarcity of land resources is even more prominent. So under this background, it is of great significance to increase areas for effective cultivation, improve land utilization rate and production, promote scale management of agricultural, improve agricultural production conditions and ecological environment through implementing land consolidation.With the commencement of land consolidation in China, a large number of land consolidation projects have passed the acceptance and entered the operational phase and the success of these projects needs to be tested by the performance evaluation. Performance Evaluation of land consolidation project has great practical significance, not only can improve the overall level of the land consolidation projects in China, but also promote the sustainable development of land consolidation in China.Based on the systematical research of domestic and foreign theories on performance evaluation of land consolidation, adopted approach of combining theory research and empirical research, this paper took Panjiawan Jiefangqu farmland consolidation project in Hubei province as the research object. Under the guidance of systems theory, cost-benefit theory and the theory of sustainable development and the reference of the relative research achievements of land consolidation project performance evaluation, this paper first built18evaluation indexes that can reflect the land consolidation performance evaluation in the project area through field survey. Then the indexes’ weights were made sure by adopting analytic hierarchy process (AHP) based on expert analysis. Finally, the economic benefit, social benefit, and ecological landscape benefit before and after the implementation of the project was analyzed by using Single Index Evaluation Model and Composite Index Evaluation Model. This paper tried to build a reasonable indicator system of land consolidation performance evaluation that is fit for Jiayu even the whole middle and lower reaches of Yangtze River, so as to promote regional land consolidation development by offering reference.The research result shows that the comprehensive benefits evaluation score of the consolidation project, and the evaluation scores of economic benefit, social benefit and ecological landscape benefit have all increased and reached the expected consolidation goal, which means that this project implementation is successful on the whole and the comprehensive benefits has reached the excellent level. Overall economic benefit score of the project area increased significantly from48.09to55.94; social benefit score increased from19.10to27.26; the ecological landscape benefit score increased from5.41to7.03. The percentage increase in benefit score of economic, social and ecological landscape were:16.32%、42.72%�'�29.94%. Of three benefits, the growth of the social benefit’ proportion is the highest, contrast the contribution to the overall efficiency, economic benefit is still the focus of the land consolidation project, but the degree of concern for social and ecological benefits has increased.This specific case tried to organize a reasonable indicator of the performance evaluation system suitable for Jiayu and even the whole Yangtze River region, and expect to promote the development of regional land consolidation work.
