Research On Eradication Of Poverty Of Wuling Moutain Area In Hubei Province

Poverty is a complex and multidimensional concept. Poverty is not just the low income and material deprivation. It also includes the lack of economic, social and ecological rights. Especially it means that the poor people are lack of self-development capacity and opportunities. The eradication of poverty belong to the sustainable development of social.Poverty is one of the most serious environmental problems. On the one hand, poverty and environmental degradation may be reciprocal causation, and even creates a vicious circle. On the other hand, there is a close relationship between poverty and social unfairness. It is closely related to poverty eradication and sustainable development. Poverty eradication requires a coordination of people and land relations, and interpersonal relationship. It is the only way to achieve sustainable poverty eradication.Wuling Mountain Area is one of the most poverty-stricken areas of Hubei Province.The ten counties are all key poverty alleviation counties. The paper analyses the poverty status of the Wuling Mountain Area.First, we analyse GDP per capita, industrial structure, the structure of employment, deposit and lending conditions, and agricultural conditions.We found that the level of economic and social development of Wuling Mountain area is relatively backward in Hubei Province.Second, we analyse the rural per capita net income data since1980s.We find that the data shows a downward trend, compared with the average data of Hubei Province. And then,we analyse the spatial differences of the extent of poverty in Wuling Mountain Area.Poverty levels are different between the10counties.As time goes by, the income gap is narrowing.We believe that poverty is partly because of the local environmental factors, which include the natural disasters, the complex and diverse mountainous terrain, the ecological destruction and so on.Poverty is patly because of the local socio-economic factors, which include the remote location, the weakening of the advantage of the natural resources, the lack of education and health care, and the utdated concept.We analyze the five historical stages of the poverty alleviation of Wuling Moutain Area. We analyze the five poverty alleviation modes, which are promoting the entire village, industrial for poverty alleviation, training for poverty alleviation, relocation for poverty alleviation, and social poverty alleviation.We also analyze the problems of previous anti-poverty actions.The problems include that we have not attached importance to the environmental protection, the quality of the population, the main position of the poor people, and the principle of fairness.Finally, we study the principles and models of the sustainable poverty eradication. Sustainable poverty eradicationof Wuling Moutain Area requires a coordination of people and land relations, and interpersonal relationship.In the coordination of the relationship between people and land, we should reduce the rate of population growth, improve the cultural qualities and health qualities of the poor people, focus on protecting the ecological environment while alleviate poverty, develop the advantages of agriculture of Wuling Mountain Area,and so on.In the coordination of the interpersonal relationship, we should narrow the gap between urban and rural areas,coordinate the relationship between rich and poor, and eliminate poverty in a more equitable environment.
