Since reform and opening up for more than30years, it is making a big progress in our county’s urbanization, building many cities groups and town circles. From this process, We can find that more and more rural labors flow into cities, or underdeveloped areas’labors flow into developed areas. Not only for this, also has city like a magnet attracted resources around all together creating big wealth. For the meantime, our country’s biggest and basic situation is that we have billions people but little urban space, so one part of cities absorbed their economies of scale enter period of un-economies of scale whose marginal revenue descend0or below O.city syndrome is coming with housing problems、traffic problems、environment and health problems etc,and urban household is not a matter city people showing off. With which Compared obviously, rural areas have fresh air、broad region、green and beautiful landscape. but rural people have to work for obtaining some incomes in market times, causing country development bogging down. The big gap between city and country forms a phenomenon one side is flood damage the other side is dry damage. After found the reason why, we must take measures deal with the unbalanced so as to get balance between city and country.As a result, I investigate the new labors that inverse flowing in this paper and find that many yet like to choose to be off according to the bigger pressure in finding jobs and surviving. Besides, the higher price of housing and CPI、working competition also account for leaving. And the county economy they will go to is developing prosperity, which attracts them.. The county index of blessedness is higher compared with city nowadays. On the background of new labor inverse flowing, how can the counties (definitely including prefecture-level cities and counties in this paper) accommodate them better is a key point. From my view, industry adjust in distribution is very important for solving the problems, and using market mechanism as a basic tools, the government play a beautiful role in leading so as to promote several industrial factors flowing into the rural in inverse direction. The cities problem need the way developing country, and the rural problems need driving of the city distributed, and finally both reach rural and town’s harmony developing.There are six chapters in total. The first one is the introduction of this paper, mainly introduce the research background of writing this paper、research contents and methods, also with possible new ideas. The second chapter is about basic theories and literatures, find out what accomplishments and shorts other researchers create by sorting. The third one is about relevant concepts and some models, and yet raise a new frame of analysis. Economy’s running finally puts up a phenomenon of labor flowing synthetically, so choose it as the research’s starting and follow the development views of people’s benefits, labors flowing certainly cause industry’s space distribution, and finally reduce the development disparities or eventually integration just like the new concept of town and rural cooperating promoting in this paper. The fourth chapter is a part of empirical research, which set up a binary choice model on the basis of obtaining some data or materials, and finds that there is a trend of new labors inverse flowing. The fifth chapter is about industry space distribution based of new labors inverse flowing. In this chapter, there are four parts and each part has its innovation. For example, in the part of industry space distribution, I have different views from some scholars who support the phenomenon of region industry shift in china and also I give my reason for this discussion. I focus on discourse the theme of the town and rural area’s industry shift. The last chapter is a summary which related to some propositions and emphasize two new ideas.1.
