The18th Party Congress of China had called that we should build a ecological, environmental friendly socialist "beautiful China". Wuhan city circle’s development and construction has brought the rapid development of economy, but also brought the change of natural resources, ecological environment, cultural resources, and destruction of forest, water, air, soil and biological diversity. Land as one of the basic elements of social and economic development, is also the basic medium of ecological environmental protection. It is an important aspect of ecological protection and economic development coordination. How to control the strength of resources development and city construction, to achieve coordination of economic, social and ecological benefits has become a focus in the the sustainable development research of Wuhan City circle.According to the Wuhan City Circle’s ten years biological resources and energy statistics data from2001to2010, the first step of this study was calculating and analyzing the ecological footprint and ecological carrying capacity of circle in2006. The results showed that the ecological footprint per capita of Wuhan City Circle in2006is2.36hectare, the ecological carrying capacity per capita is0.45hectare, and the ecological deficit per capita is1.91hectare. The second step was analyzing the past ten years’ ecological footprint and ecological carrying capacity of the City Circle from2001to2010. The results showed that ecological deficit was constantly growing. Finally, the forecast analysis of the ecological footprint in Wuhan City Circle has carried on, using the MATLAB gray system method to predict the Wuhan City Circle’s ecological footprint and ecological carrying capacity, then ecological deficit per capita has been predicted in2020, it follows that4.3hectare.Based on this research, we constructed multi objective linear programming model. The objective function is to minimize the ecological deficit and maximize economic benefit. Among them, set10variables, listed12conditions. Finally, the model was solved and the the land use structure optimization adjustment scheme of Wuhan City Circle was proposed. After adjustments, the ecological deficit per capita of Wuhan City Circle is4.28in2020, it is0.02hectare less than the ecological deficit forecast. Finally, based on the land use allocation scheme of Wuhan City Circle, the land structural adjustment measures were proposed.
