A Provincial Institute of Communications Design as a knowledge-intensive, intelligence-intensive survey and design enterprise, human resource is the most valuable and core resource, in particular, professional and technical talents play a crucial role for the development of enterprise. The talent evaluation tools should be improved, modern talent evaluation technology should be applied and developed, and the scientific level of talent evaluation should be improved. It is the most important t tasks for talent management in A Provincial Institute of Communications Design.The purpose of this essay is to research talent evaluation concepts, principles, methods and theoretical basis based on the theory of talent evaluation access to large amounts of data analyzed and summarized the status of domestic and foreign talent evaluation. Based on the situation of market-oriented transformation and talents reform work in A Provincial Institute of Communications Design, analyze the current talent evaluation system, index system, and the problems and shortcomings on quantitative and process. According to domestic and foreign talent evaluation research results, literature study, theoretical analysis, application analysis and other scientific methods, focus on the construction and quantifying process of talent evaluation index system in A Provincial Institute of Communications Design, proposed index ideas and establishment steps of the system. Set up the new talent evaluation integrated indicators system according to basic indicators of job quality and job quality indicators with three types of technology, management, administration. Put forward specific programs and standard for indicators quantifying and weighting, and set up the system model of A Provincial Institute of Communications Design talent evaluation. Finally, according to situation proposed the organization and management, basic processes, the application and precautions to implement talent evaluation system.In this paper, focus on the talent evaluation system in A Provincial Institute of Communications Design, based on both theoretical and practical operation, mainly to complete the following work:through theoretical research and comparative analysis, sum up the problems and deficiencies in current talent evaluation system. Based on these issues, put forward the guiding ideology and construction steps of talent evaluation system. Set up talent evaluation index system based on the talent basic quality and professionals job quality, and set specific provisions for the weight and quantitative indicators. At the same time, according to the practical application of the talent evaluation system, proposed the implementation, basic processes, the results of the application and precautions of organization and management, as a result, provides theoretical guidance and practical support for talent management in A Provincial Institute of Communications Design.
