The development of science and technology drives the progress of the oil production technology, lots of high-tech machinery and equipment have been used in production lines. High-skilled talents as high quality talents in petrol company production lines that have skilled operation level and a wealth of knowledge, experience, can guide other skilled staff, solve operation problems, deal with accidents in time, to ensure the oil production can be carried out smoothly. So, correct understanding of the high-skilled talent capital value in order to develop high-skilled talent capital reasonably and effectively, and then provide the basis for the establishment of high-skilled talent’s development and incentives.The article draw on the study of the human capital value and the high-skilled talent capital value at home and abroad, combined with the features of high-skilled talent capital and the particularity of the oil company, analyzing and summarizing the content and components of high-skilled in oil company, the formation and accumulation of high-skilled talent capital value, discussing the relationship of the high-skilled talent capital and enterprise performance, established the relationship of them, that is, the ability of high-skilled and productive effort elements as endogenous variable, the adaption to the environmental and the random factors of the enterprise environment as exogenous variable. Based on it, releasing questionnaires, selecting the high-impact silver, established evaluation index system of high-skilled talent capital, including five aspects of level indicator that is the knowledge level, skill level, the physical and mental quality, the value characteristics, and the performance.The article uses the Analytic Hierarchy Process (AHP) to determine the weights of all level index in the evaluation index system of the oil high-skilled talent capital value, and then uses fuzzy comprehensive evaluation method to evaluate the oil high-skilled talent capital value comprehensively, to obtain the efficiency factor of it. According to the idea of the present value of expected benefits of corporate earnings, established the evaluation model of the oil high-skilled talent capital, and then explained with a case.
