As the constant improvement of the market economic operation mechanism, the competition of inter-enterprise is becoming more fiercely, while the competition among enterprises in the final analysis is the competition of talents. In this context, as China's largest crude oil and refined oil supplier, China National Petroleum Corp has been committed to the development of the practice of talent evaluation job, and constantly improve their own evaluation system. With CNOOC, CNPC, Sinopec to be listed, the three companies is becoming more competitive, and as the basic source of competition, the competition for talent appears particularly important at this time.Shandong sales of China National Petroleum Corporation now have formed a relatively perfect system of talent evaluation, for the various posts in various grades of staff they have a set of targeted evaluation model, but for the grass-roots sales force evaluation, the system appears not so reasonable. The current evaluation system designed for the sales staff can be regarded as a performance appraisal based on performance evaluation system, rather than personnel evaluation system. At the beginning of business recruitment, they have designed a set of scientific career planning route, but the existing system can not services for this planning well. In order to give a clear evaluation of the results of scientific talent and to solve the problems in the current system, we make a more systematic, more in-depth study of the oil sales enterprise personnel evaluation system and application. According to field research indicators obtained and feedback and in accordance with the theoretical knowledge - the status quo analysis - System - Application of the basic ideas, this paper raise a new system for Shandong sales, using fuzzy mathematics theory and so on. It will alter the original one-sided evaluation of standardization and the original single comprehensive evaluation, and finally the results sought to be operational and forward-looking to the reform and development of oil companies for reference.
