Research On The Quality Assessment Of Economic Growth In Huoqiu County And Support Policies

The quality of economic growth has become the core of promoting economic growth. Under market directed economy conditions, the quality of economic growth is not only an important means of promoting economic growth, but also an important basis for promoting economic growth. With the new economic situation and the deepening of economic reform, there are two opposite situations in China’s economic development process:on the one hand, China’s economic develops rapidly, and achieves fruitful results; but on the other hand, China’s poverty population size and the poverty incidence rate rebound on the other way around under this rapid economic growth. The study found that the problem of the poverty does not decrease under the economic growth, even in some areas, the poor increase. The fruits of economic development do not automatically benefit the poor, which reminds us that there is no causal connection between economic growth and poverty reduction. The real effective reduction of the poverty is the quality of economic growth. In this paper, the author will study the quality of economic growth of Huoqiu County to provide important theoretical knowledge and practical solutions to the problem of the poor.This paper consists of three parts:The first is the definition of the poverty-stricken counties’quality of economic growth on the basis of the theory conclusion; the second is the comprehensive analysis of the various attributes of the quality of economic growth in Huoqiu County; the third is the evaluation of Huoqiu County’s quality of economic growth, the analysis of the factors affecting the quality of economic growth in Huoqiu County and the proposals for specific policies.In this paper, the main conclusions are as followed:Ⅰ. This paper defines the quality of economic growth in poor counties from four aspects:the continuity and stability conditions of the economic growth, the optimization of industrial structures, the economic growth’s benefits for the poor and the sustainable development of economic growth. Ⅱ. According to the data analysis, in recent10years, the economic growth in Huoqiu County has been showing sustained growth, but the quality of the economic growth is poor. This is reflected in the insufficient continuity and stability in the economic growth, the unreasonable proportion of the industrial structures, and the lack of economic growth’s benefits for the poor, the inadequate use of natural resources and human resources and etc.Ⅲ. The quality of economic growth in Huoqiu County shows a lower level after the empirical analysis, and the reasons can be analyzed from four aspects:--The lack of continuity and stability in the economic growth process of Huoqiu County is the most important factor.-The unreasonable industrial structures also contributed to the low quality of economic growth of Huoqiu County-The economic growth’s benefits can not be shared by the poor.-The low level of sustainable development of natural resources and human resources in the process of economic growth is also inclueded.Ⅳ. Based on the above analysis, this paper puts forward specific policy proposals for Huoqiu County from increasing the efficiency of utilization of natural resources, improving the dual economic structure, adjusting and optimizing the economic policies, developing the social policies and other aspects.The innovation of this paper is mainly reflected as following:The author uses the statistical analysis method, the comparative research method and the fuzzy comprehensive evaluation method to analyze the reason of Huoqiu County’s low quality of economic growth. And combining these reasons with the actual situation of Huoqiu County, the author proposes targeted suggestions for to increasing the quality of growth.
