With the country devote much attention to the ocean exploitation and marine economydevelopment and concern on the Development and Open up of Zhou Shan Archipelago,furthermore, Zhou Shan Archipelago is abundant in ocean resources and has favorablegeographic conditions and great advantage in exploitation potential, it’s the inevitable trendto develop marine economy for the sustainable development of economy and society ofZhoushan Archipelago.On the February15th,2011， State council approved the planning of Zhejiangdemonstration zone of ocean economy. It showed that the development of ocean economyin Zhejiang became national strategy. And on the June30th,2011, state council officiallyapproved that constructing new zone of Zhou Shan Archipelago in Zhejiang province. Thisis the first state-level new zone with the ocean economy. The advantage, potential andexpectation of Zhou Shan are ocean. Exploiting marine resources and developing marineindustries are breakthrough points for the Economic Transition and upgrading of Zhou Shan.The marine economy of Zhou Shan develops with advance rapidly from1990’s. But it’sbeing many severe problems in the utilization of marine resources compare with theresources conditions and the requirement of economy and society’s future development ofZhou Shan. The total predominance of marine industrial structure of Zhou Shan isn’tappearing. The ocean economy gross output of Zhou Shan is143.6billion Yuan in2010.Added value of ocean economy of Zhou Shan account for more than2/3of the GDP and itis up to68%. It’s the urgent affairs how to use the predominance of marine location andresources, exploit fast marine resources.Both foreign and domestic practical results of the development of ocean economyshow that industrial structure corresponds with economic development and it is constantly changing. This changing mainly show that industrial structure evolves from lower level tohigher level and rationalize among lateral evolvement. The ability to transform theindustrial structure in the direction of rationalization directly propels the whole economicforward. Therefore, at first, it analyses the essential theories of evolvement regulations ofindustrial structure and the particular evolvement regulations of marine industrial structure.Secondly，the dissertation carry through demonstration study on the developing conditionsof marine economy and marine industries, discuss the relative predominance and theproblems of marine industries. Thirdly, through the practice study and theories analysis, themarine industrial structure has great necessity and feasibility in the optimization andupgrading of the industrial structure. Finally, it makes guiding principle, direction, Methodsand Measures of the optimization of the marine industrial structure as a breakthrough point;this paper brings out some countermeasures with the hope of enhancing the comprehensiveadvantages of marine economy.
