Since the Chinese Government has always given prominence to the outside world, from the party’s14session of the Fifth Plenary Session of the proposed development of the "open economy" strategy of opening up has served as China’s one long-term basic national policy. Since China’s accession to the WTO in2001, more and more scholars are concerned about the impact of opening up to our country.As China’s vast territory and abundant resources, it is different in economic development level of each region, due to the good locational advantages and development process of preferential policies, the eastern region has been walking in the forefront of the national since the reform and opening up, and open economy development has achieved a great success; while Western region, especially in the inland areas, open economy started late due to the location, resources, economic base and other factors, and developed slowly, there are some problems like the scale of development irrational structure and low-level of opening economy.Lujiang County is in the central of Anhui Province, located in the area between the Yangtze River and Huaihe River, it is rich in mineral resources and tourism resources, and agriculture is the dominant power of the industrial structure in this area. With the adjustment of the national strategic planning, programs like "Rise of Central China" strategy, to carry out the transferring of industry in "City Belt along Changjiang River in Anhui" strategy have been raised, the Pan-Yangtze River Delta economic radiation and the leading role of the highlights, Anhui Province’s economic development has brought a great opportunities, as the provincial capital of Hefei, in recent years the economy has made rapid development, Lujiang County is only68km from Hefei, enjoy unique geographical advantages, especially in2011in Anhui Province administrative regions planning and adjustment, Lujiang County classified Hefei jurisdiction.
