The people in the rural area who was tied to the land also has already liberated, thus, producing a huge amount of surplus labor force.Huaining county is a traditional agricultural county, with the agricultural population accounting for more than ninety percent of the whole. The uprising agricultural productivity of Huaining county is given birth to a massive surplus labor force in rural areas. If we estimate according to calculation method of effective labor compare, in2009, the number of surplus labor in Huaining county has reached to300,000or so. Two thirds of them have been transferred, but there are still more than100,000surplus labor forces to be transferred. The transfer of surplus labor of rural areas has provided the human resources to the city, and it has also brought back capital, new technology and new ideas to the rural areas, meeting the demand for labor in the city and also promoting the agricultural modernization in Huaining county. But, The laborer themselves are in a state of uncivilized, low degree of organization, with the policy obstacles such as land circulation and census registration. Social security is not perfect in children education and medical endowment etc. The above all has represented there still has some problems in the process of surplus labor transferring in Huaining county, which affected the transfer of surplus labor force of rural areas in an orderly manner. The blocking of the transfer of surplus labor force of rural areas has affected the agricultural economic development in Huaining county and has done harmful to the development of modern agriculture; At the same time, More than100000people who is to be transferred is not only the pressure, but also the resistance for the agricultural economic development considering that large quantities of the transferring surplus labor force has accumulated on the land, which has a major influence on the economic development throughout the counties. How to stabilize and sort out the transfer of surplus labor force of rural areas in Huaining county in a gradual way is firstly need to be considered.This paper studies the scale speed, regions, vocational distributions, the organization of the transfer and stability in transfer of surplus labor force in H uaining county; Combined with the population immigration theory, this paper analyzes how the transfer of surplus labor force in rural areas has brought a major influence on bringing the advantages and disadvantages to the economic development in rural and urban areas of Huaining county; From comprehensive analysis, it has put forward that we should develop county economy, strengthen organization service and improve the quality of the laborers, choosing the transfer path based on the basic situation about the transfer of surplus labor force in rural areas, making rural surplus labor in Huaining county developing on the right track and in a reasonable and orderly manner and promoting the development of economy and society in Huaining county smooth and orderly. Last but not least, the paper provides the referent suggestions in formulating policies to the relevant departments in Huaining county government.
