High-tech industry is high-tech, high value-added industries, and gradually replaces the traditional industry into the leading industry of a country or region economic development, becomes an important indicator of overall strength of a country or region. By enhancing the competitiveness of the high-tech industries in the region enhances the comprehensive competitiveness of a country or region, gradually becoming the effective way to enhance the overall competitiveness of a country or region.From the regional competitiveness theory of high-tech industries, according to practice of our regional, the competitiveness of high-tech industries defined the meaning and the basic characteristics and factors, and summarizes the high-tech industry competitiveness evaluation system and the construction principle in the domestic and regional, Construction of China’s 31 provinces between 1995-2008 high-tech industrial competitiveness evaluation system.Using the principal component analysis and cluster analysis the 31 provinces in China’s high-tech industry in 1995-2008 competitive differentiation, and cluster analysis based on China’s 31 provinces will be divided into four categories: high competitive level, the higher the level of competitive, the lower and low level competitive competition.According to the results, The article analysis the high-tech industry competition of time and spatial characteristics of the 31 provinces in 14 years in 1995-2008 in China. Studies show that the 1995-2008, 14 years, the competitiveness of the regional high-tech industry shows a certain spatial and temporal evolution :1995-2008, China’s 31 provinces continue to enhance the competitiveness of high-tech industries; in the Eastern, Central and Western high-tech showing differences in industrial competitiveness cascade distribution in the eastern and western gap; the eastern region within the gap is very large, the central region within the gap slightly, the gap within the range of the western region have reduced the phenomenon.On this basis, from the regional economic structure and level of development, industrial innovation, policy support and entrepreneurship is analyzed in the Eastern, Central and Western high-tech industry, the impact of different factors of competitiveness, and proposes to enhance the competitiveness of the regional high-tech industry’s suggestions.
