Multidimensional Variations And Dynamics Of PPP Project Distribution In China

With the fast pace of urbanization,the demand of infrastructure in China is increasing rapidly.Coupled with the emergence of a large number of local financing platforms after the 2008 financial crisis,local government's debt problems have been aggravated.In order to alleviate the financing pressure brought by a large number of infrastructure projects and solve local government's debt problems,the PPP model has been widely used in various industries.While the PPP model is promoted at the national level,the differentiation of its application is obviously presented.This paper will describe the variation of PPP in China from the industry dimension,time dimension and spatial dimension,and explore the dynamics,as well as provide some policy suggestions.For this purpose,the thesis will be conducted from four respects as follows:(?)By combining related data,describe the describe the variation of PPP in the industry dimension and explore its dynamics.(?)By arranging the total PPP project number and investment in each quarter from 2014 to 2017,describe the variation of PPP model in the time dimension and find the dynamics.(?)By sorting the project number and investment amount of PPP projects in 287 cities in China,using multiple regression models to describe the variation of PPP in the spatial dimension and find the dynamics.(?)Based on the analysis above,this thesis provides some policy suggestions.The thesis will present the following results.(?)At the project type level,project demand,policy,project financing and project operation are the main reasons of industry differentiation.At the income return mechanism level,public financial is the main reasons of industry variation.(?)The PPP policies issued at different stages are the main reasons of the time dimension variation.(?)Population,GDP,loan,and public finance are the main reasons of the the spatial dimension variation.In order to promote the PPP model developing healthily,this thesis will provide the following policy implications:(?)The government should carefully analyze the needs of PPP projects in different industries,create a good financing environment,formulate targeted PPP policies,and select suitable project operation modes for the industry.(?)The government should establish a PPP policy framework,fully consider the policy impact,and implementation of the PPP policy.(?)The government should use land transfer revenues appropriately,control the debt and promote the financial industry to promote the development of PPP model.
