Yunnan Rural Statistical Investigation Method Optimization Research

True and objective statistics and survey are essential for a comprehensive view of Yunnan’s overall situation, agricultural infrastructure, agricultural productivity, farmer’s living standard and rural economic strength, as well as making policies and tackling problems in agriculture and rural work. Scientific and rational statistics and survey methods are fundamental for true and credible rural statistics and survey. However, there are quite a few defects in the practice of Yunnan’s statistics and survey methods, such as the unfinished transformation of method system, incomplete scope of statistics, lack of flexibility and efficiency in sampling survey, imperfect system of indicators, unreasonable system of management. Weak foundation、backward technology and interferences from outside have also made problems in Yunnan’s rural statistics and survey methods more complicated than those of other countries and provinces, posing a severe challenge to the reform and optimization of Yunnan’s rural statistics and survey methods.This article, based on a deepened research of relevant documents, regimes and methods on Yunnan’s rural statistics, provides a brief summary of the content, indicators and methods of current Yunnan’s rural statistics and survey, then make a meticulous analysis of the adaptability of present rural statistics and survey methods to Yunnan’s rural social, economic and IT processing development with specific examples and data, pointing out the problems and causes in the system of Yunnan’s rural statistics and survey methods:Ⅰ. lack of coordination in the organization and management system has limited the role of Yunnan’s rural statistics and survey methods;Ⅱ. Irrational setting of indicators has led to both backwardness and redundancy of survey content;Ⅲ. difficulties arises in the operation of Yunnan’s statistics and survey methods;Ⅳ. There are defects in the statistics and survey methods themselves;Ⅴ. the supervision role of statistics has been limited.Finally, based on a summary of different kinds of advanced experiences of foreign and domestic rural statistics and survey methods, in consideration of realities of Yunnan’s rural statistics and survey, with the application of theories including governmental process reengineering, governmental management efficiency as well as output and quality control, this article offers measures and suggestions on the optimization of organization and management system, indicators system, method system as well as data quality control system concerning Yunnan’s rural statistics and survey methods.
