As the market competition is increasingly fierce,competition among enterprisesis not only in material resources, human resources are even more critical.High-quality human resources are a key factor to win the competition. More andmore enterprises attach importance to human resources, which are known as thecompanies’most valuable "resources". Enterprises need to control cost and increaserevenue. To strengthen human resources cost management, whether the researchscholar of human resources cost management, or the management in humanresources, both in practice and management process, will face major challenges.Whether external or internal enterprise environment, calls for strengtheninghuman resources cost management. However, there are somewhat unreasonable inthe traditional management methods, building a new methodology to manage thecost of human resources is the topic that many scholars research and debate on. Thispaper proposes some strategies and methods about real problems in the management,using the methods of standardized research and case studies to study the humanresources cost management strategies. This paper has six sections, the first partsummarizes research background and significance, and describes the idea of thisstudy and the main content frame. The second part describes primarily the theory onhuman resources cost management. The third part researches the problems abouthuman resources cost management, finding out problems of current corporate humanresources cost management, then to propose strategic human resource costmanagement system after analyzing and summarizing these problems. The fourthpart is the focus of this paper, building the system of human resources costmanagement strategies of corporates, and forming mainly five aspects to consider.The first is human resources cost budget strategy, discussing respectively from thecontents of the budget of human resources cost, human resources cost budget targets,indicator system of human resources cost budget and human resources cost budgetsystem; The second is human resource costs control strategy, proposing humanresources cost control strategy and system after analyzing problems in humanresources cost control that exist in the enterprise; The third is human resources costaccounting, focusing on human resources cost accounting methods, principles andhuman resources cost accounting system; the fourth is the human resources costanalysis, introducting human resources cost analysis tasks and procedures, proposinghuman resources cost analysis system; The fifth is human resources cost assessment, including assessment principles, evaluation indicators, the establishment ofassessment system and the implementation of assessment system. Finally, with Xcompany as an example, applying the strategic system that proposed in the previouspart in practice and verifying its effectiveness and feasibility.
