Based On The Value Chain Of Tobacco Agricultural Risk Prevention Mechanism Research

The tobacco industry has made great contributions to the economic constructionof China. It is not only an important source of tax, but also the important pillar of ourcountry’s economic construction. However, the tobacco agriculture as the source ofthe value chain of tobacco industry is facing so many risks, such as natural risk,market risk, technical risks, and social risk. These risks are increasing and take ondiversified development. The objective existence and diversified development oftobacco agricultural risk make the tobacco production and operation face manyuncertainties which will undoubtedly affect the normal development of tobaccoagriculture and the stable income of farmers. Therefore, it needs a set of riskprevention system to ensure the stable development of tobacco agriculture.The paper takes the China’s tobacco agriculture risk prevention as a researchobject. Based on the value chain theory, it analyzes the value chain of agriculturaltobacco and ensures the main beneficiaries of agricultural tobacco. Then, it constructsthe modern tobacco agricultural risk prevention mechanism based on the principle of“The one who gets profit and has the ability will take the risk”.The main research contents and research results of thesis are as follows:Firstly, the paper analyzes the theory of the value chain, risk and risk preventiontheory and review modern tobacco agriculture theory. This thesis analyzes theuncertain factors in the development of modern tobacco and ensures tobaccoagriculture risk types, mainly including natural risks, market risk, technology risk andsocial risk. Through studying on various types of risk prevention in the developmentof China’s tobacco agricultural, we find some problems that the main problems ofpresent stage of tobacco agricultural risk prevention are prevention mechanism is notperfect, prevent subject is weak and the degree of modernization needs to beimproved.Secondly, the paper studies the value stream of modern tobacco agriculture basedon value chain theory finding that its basic value chain is the process of tobaccoproduction which is seeding stage, transplanting stage, field management phase,baking process and acquisition phase. We introduce shark fin figure in paper, whichcan fully reflect tobacco agriculture value chain of stakeholders and further analyzethe benefits and rights of involving stakeholders.Eventually, based on the above study this paper constructs a set of risk prevention system through the whole process of tobacco production, including advanceprevention of the risk warning mechanisms, a matter of risk guarantee fund, and adisaster emergency plan mechanism. In the whole defense system, this paperemphatically elaborates the construction of tobacco agricultural risk guarantee fund.From the comparative analysis of historical data and cross-sectional data of keystakeholders in the tobacco agricultural value chain revenue, we know that the maininterests of subjects in the whole tobacco agriculture is government, the tobaccocommercial enterprise, the tobacco industry enterprises, farmers. The government andthe tobacco commercial enterprise are the biggest beneficiaries of tobacco industry.Therefore, the establishment of risk fund based on the principle of“The one who getsprofit and has the ability will invest the fund”to establish the main body of thediversified investment mechanism based on government, tobacco commercialenterprise, tobacco industry enterprises and farmers.This paper establishes the risk prevention mechanism based on the core of riskfund, making the idea of“The one who gets profit and has the ability will take therisk”can be really carried out. The implementation of mechanism transfers risks andremoves the planting tobacco problems of farmers and is beneficial to the sustainabledevelopment of tobacco agriculture. Meanwhile, the research of mechanism will maketobacco agricultural risk prevention theory richer and has the positive significance onmodern agricultural risk management study.
