Study On Government Function Of Tobacco Agriculture Production Cooperatives In Enshi

The development of tobacco agriculture production cooperatives is affected by many factors. the government has significant influence Under the China tobacco monopoly system. This research takes "the first impetus" government as the object, using social integration theory, social action theory and global modernization theory, study government function of tobacco agriculture production cooperatives in Enshi.The contents of this study as follows:First, analysis of the development condition of Enshi tobacco agriculture production cooperatives. Second, empirical research on government function in Enshi tobacco agriculture production cooperatives.. Third, find the imbalance on government function, the analysis of its causes. Fourth, analysis and evaluation of the government function in Enshi tobacco agriculture production cooperatives, establish the evaluation scale. Fifth, according to the research conclusion, give suggestions for government to promote the development of in tobacco agriculture production cooperatives.The main conclusions of this paper as follows:Firstly, under the Chinese tobacco monopoly system, government has a strict control of the tobacco industry. The tobacco market price has relative stability and continuity, it reflects the government function action on the tobacco agriculture production cooperatives is far stronger than the general cooperatives; research on the function of government has the reality urgency.Secondly, through the analysis of major difficulties of cooperatives, it reveals that cooperatives cannot solve all problems. It created the need of government intervention. And government intervention had a positive effect. The imbalance of government function proves the need of improvement.Once again, through the SPSS correlation analysis:we can find that it has a significantly correlation between evaluation cooperative location and government initiatives. Different local cooperative has different requirements for the measures provided by the government. Therefore, the government shall take classification support strategy when it gives support to cooperatives, considering the actual situation around cooperatives, having a definite object in view; on the basis of local demand focus, appeal to the optimal allocation of resources.Finally, evaluation of the government function should be developing standard scale the national agricultural concept; three changes in agricultural development environment brought the change of the concept of national agriculture. The core essence of National Agricultural Outlook in the new period is the development; namely, adhere to the development of the standard view. Therefore, in the national agriculture concept evaluation for government function should be the developed standard scale. It can be divided into two dimensions:grasping the main line of the development of modern tobacco agriculture development in the development process, having the coping significant in the end of the development.
