Rural Residential Area Consolidation Potential Calculation And Scheduling Research On Village Scale

With the increasing scarcity of cultivated land and the contradictions become increasingly prominent between the supply and demand of construction land, rural residential land consolidation which as an effective way to ease the contradiction between supply and demand of construction land and to achieve a balance of cultivated land played an important role in urban and rural planning and intensive using of resources. In deepening reforms for tightening land management’s decision, the state council pointed out:" To encourage rural construction land consolidation, the increase of urban construction land should be linked with deduction of rural construction land"," Under the premise of compliance, the use right of rural collective construction land can be transferred in villages and towns". On the fifth plenary session of the party’s17, it is re-emphasized that arable land should be strictly protected, rural land should be consolidated speedily and high-standard farmland should be constructed in large-scale against floods and droughts. Therefore, grasping rural construction land consolidation are both implement the requirements of the state council on strict land management decisions and effective ways and means to relief the contradictions of construction land in the current and future.The research of rural residential land consolidation and schedule is the basic and important part of rural residential land consolidation. Currently, this research has been medium and large-scale research and positioning studies are still inadequate. A farmer as the main in rural residential land consolidation, farmer’s demand is an important factor. But, the study on rural residential land consolidation about farmers demand is little. In this dissertation, GIS, XF-GF model, order model are employed; selected Shuanglin village of Tongnan town in Chongqing city as the study area; investigated famer’s economic, social and settlement; understand the famer’s needs and aspirations about rural residential land consolidation; to enrich and improve the theoretical system of rural residential land consolidation, some measures are worked out from farmers. This thesis comprises seven parts.Chapter1. Introduction.This section mainly discusses the background, the significance, literature review, the objectives, the content, ideas, the research methods, the possible innovation points and inadequate, study area, data sources and processing.Chapter2. The present, problems and methods of rural residential land consolidation. This part introduces the present of rural residential land consolidation, summarizes the problem and works out reasonable methods.Chapter3. Rural residential land consolidation theoretical potential estimates. By using GIS method and XF-GF technology system, Land reclamation potential of Rural residential is estimated263950.67m2to2020.Chapter4. Rural settlement consolidation realistic potential calculates. Order probit model is used to analyze the main factors of Land reclamation potential of Rural residential of Shuanglin village. The limiting correction coefficient of potential arable land in the rural habitat consolidation in shuanglin village is0.72-0.88. Then, Land reclamation realistic potential of Rural residential is estimated212907.76m2to2020.Chapter5. Study reclamation schedule of rural residential land. This part uses GIS to analyze the reclamation schedule of rural residential land in Shuanglin village. Three periods of reclamation land are divided based on the comprehensive assessment values:the nearest reclamation land, the mid-term reclamation land and the forward reclamation land. The results showed that the nearest reclamation land area in Shuanglin village is69152.44m2, the mid-term reclamation land area is91039.36m2, and the forward reclamation land area is52715.96m2.Chapter6. According to the basic characteristics and problems of rural residential land consolidation of Shuanglin village, five countermeasures and suggestions are proposed to promote rural settlement consolidation smoothly.Chapter7. Conclusions, discussions and outlook. This part summarizes the conclusion of this study, discusses the deficiencies of this paper, and points out the future forecast to future research.
