In china, the density of population is over-proportioned and the mothball land reserve resources are seriously in shortage.Land use are facing two problems:Firstly, to ensure the national food security and determine not to change the "dead-line". Secondly, with the rapid economic development and the accelerated process of urbanization, the demand of land for construction is growing. In consequence, readjusting and excavating the utilization of the scattered layout and extensive rural area is an important way to balance the arable land and control the total amount of land. It is also an important part for city construction as well as rural development, building a new socialist countryside.Take the Wangcheng county’s urban rural settlements as an example, according to study of its unreasonable residential layout and inefficiency or waste of land idle as well as other phenomenon, the qualitative and quantitative methods are used in this paper to study the potential consolidation under the premise of the land function zoning, to find out the countermeasures of its potentiality, to figure out the countermeasures of rural residence management. The main results and conclusions are as follows:The problems of land use at the rural residential area are:The per capita occupies larger area, low land-use efficiency and the lack of systematically-organized layout serious waste of land resources due to the " hollow door"(a house in which nobody lives); dispersive village layout, intensive degree of land resources is low; lack of execution of long-term plan for this area and the village construction is bound with natural conditions as well as the under-development economy.Wangcheng county can be divided into three functional areas:Goxing county key construction area; Dazhongyuan agricultural development area; Hedong town forestry construction area.The calculative method of per capita construction land comes to the results that the potential readjustment area for this rural residential land is6076.12hectare.By using the analytic hierarchy process, with correction coefficient of the oretical potential taking account into the varied influences such as natural, economic, geographic, social and other factors, finally the village land consolidation potential of Wangcheng county are determined as2749.81hectare.The countermeasures and suggestions of Wangcheng County’s rural settlements includs:broaden the financing channels, accelerate the land circulation, strengthen the Land Management, and deeply execute the planning of towns and villages, make favorable policy for the public participation of rural development. |
