| In the fields of expressway projects, the BOT financing mode has made greatprogress, but the risk management of this model, especially the whole progressintegrated risk management of this model has not kept pace with its development.Under this condition, this article did a research on the whole progress risk assessmentof expressway BOT financing projects.This paper firstly reviewed the research status of domestic and internationalfinancing project and financing project risk management, analyzed the definitions,characteristics, advantages and disadvantages of the expressway BOT financingproject mode, then expounded each participants of expressway BOT financing model.Based on this basis, this article elaborated the general process of the expressway BOTproject operation, and introduced the processes of expressway BOT project riskmanagement and the common methods of project risk assessment. Then the indexfactors has been initially selected by analyzing the macroscopic characteristics of riskindicators in the expressway BOT financing project and following the operationprocess of the model: the project to determine phase, franchise rights bidding phase,the project development phase, construction phase, operation and management phaseand project transition phase. And then the final risk assessment system wasestablished by carefully screening with the method of AHP. After that, the paperexplained the application steps of the model in expressway BOT financing project riskassessment based on CIM model. At last, relying on the engineering case, the papersimulated the established CIM risk assessment model of financing project, evaluatedthe whole progress risks and analyzed the assessment result. The result shows that themodel has a high feasibility and practicability in the risk evaluation.This study is a useful attempt of expressway financing project risk analysis, andattempts to provide some reference for risk management of the expressway project. |
