Based On The Improved Topsis Model Of Changsha, Zhuzhou And Two Social Evaluation Research

The development of China's economy is facing with a serious contradiction, which is the rapid economic growth and excessive consumption of natural resources and the environment destruction. Building a resources-saving and environment-neighboring social become the specific way to resolve this contradiction. Scholars, domestic and foreign, they have done research on the resource-saving and environmentO-friendly society theory from different angles. But this is still an elementary stage to evaluate and study the resources-saving and environment-neighboring social from particle angle. That can not meet the need, which is to evaluate regional resource-saving and environment-friendly society's comprehensive development in an effective and objective way.In 2007, The country has authorized the changzhutan city groups as the reform testing areas of national resources-saving and environment-neighboring social constructions with synthesis and whole set. And changzhutan city groups have done beneficial explorations on the construction of a resources-saving and environment-neighboring social. This paper analyzes the characteristics of changzhutan city groups, tries to design a resources-saving and environment-neighboring social's evaluation index system from the degree of resource conservation, environmental friendliness, economic development level, the level of scientific and technological progress and social harmony, and uses improved TOPSIS model for 2005-2009 changzhutan's social construction of resources-saving and environment-neighboring for comprehensive assessment. The results show the development of changzhutan resources-saving and environment-neighboring social is toward the right direction as expected, In this paper, Based on the problems of evaluation results on analysis by the secondary indicators, we put forward some Suggestions in order to promote the sustainable and healthy development of changzhutan's resources-saving and environment-neighboring social.
