Take Zhongxing Mine for example, Zaozhuang Zhongxing Coal Company is the first enterprise in China in the late Qing Dynasty using the mechanized coal mining machine; the first national joint-stock enterprises; the first corporate led by the two presidents of the Republic of China who served as chairman of the board and prime minister as the general manager; the first-rank scale national capital enterprise in modern China. The above four "first" shows its special position in the modern national industry history. Over a long period of high strength, large scale mining, coal resource of Zaozhuang city showed its exhaustion which causes many social problems and the pressure from sustainable development, structural adjustment, environmental protection, protection of people’s livelihood, fiscal expenditure increases greatly. Hence, it is in great urgent to solve deep-seated contradictions and problems in the process of development of the resource-exhausted city, establish the sustainable development of resource type city system mechanism as soon as possible and accelerate the pace of economic transition.To develop the abandoned coal mine protection and tourist development greatly and establish a national mine park is very important to place the surplus labor force in mining area, take the industrial tourism economy road, create the national spirit education base and promote the pace of economic transition of the energy resources exhausted city in southwest of Shandong and the whole country.
