Establishing good promotion system and helping employees plan their careers in thecompany are important tasks for HR management. Good career planning can create awin-win situation for both company and employees. It will improve the company’scompetitiveness and employee development.It has been commonly recognized that to remain competitive, a company must have theability to attract and retain top talent. The Chinese telecommunication industry hastransformed from the old government owned business model to the new public tradedcompany model. The old promotion system does not fulfill the new needs for HRmanagement. This is the case for the Jilin Mobile Bussiness Support Center. The Centerhas70employees,all with college or higher degrees. Twenty-nine, or41.4%of them havegraduate degrees. The old single track system wasn’t motivating to employees, nor did itprovide good career guidance. The center employees often have strong technical talent.They are well educated, highly skilled, and are sought after in the job market. Lack ofgood career plans and a promotion system made it hard to hire and retain good employees.This thesis analyzed the Support Center’s HR management data from the past and appliedHR management theory. First two track theory is used to create a9+and9++promotingsystem customized for the Support Center. This enabled technical track and managementtrack for different types of talent and career paths with comparable compensation. Second,Frank Parsons’ Features-Factors Theory、 Schein’s Career Anchor Theory andGreenhaus’ Career Model theories are used to analyze Support Center employees’characteristics. A five stage career development plan was developed for the Center. The plan included an organization stage, an early career stage, a middle career stage and a latecareer stage. The plan provides effective development guidelines for these stages.This promotion system and career development plan have already been implemented bythe Support Center, and has achieved positive results. This thesis provides valuable dataand references for China Mobile’s overall HR management improvements, as well asemployees’ career development planning. There are parameters and variables that may beadjusted and improved to allow this system to be used effectively in bigger groups aswell as in other companies.
