The Analysis Of Public Service Diversity In Hi-tec Zone Of Changchun

Since the high and new technology industry development zone (high-techzone for short) borned in the1950s,it has been an important power to stimultethe national economy development in the world wide.The important strategic position of the high-tech zone attracts manyscholars to research this field. This paper focuses on public governance andpublic policy and analyzes the public service supply.In the first section of this paper, it pays attention to the necessity of publicservice supply in the high-tech zone. For example, the demonstration effect ofthe high-tech zone requires more effective public service supply, the high riskof high and new technology industries needs more multivariate main bodyparticipation, and the innovation of the high-tech industries wants more flexibleways of the public service supply.The diversification of the public service supply of Changchun city has beensuffered by three stages: imploration stage, establishment stage, rapiddevelopment stage. Due to it didn’t be caught the meaning of the diversificationdeeply and continued to use the government dominant model, it havehampered the process of diversified supply severely. At the same time, thegovernment will exist the government credibility reduced gradually, facing tothe hardly supervision dilemma of multivariate main body.Aimed at dilemma of the diversification of the public service supplyproblem of Changchun city high-tech zones, this paper tries to put forward thesolution from four respects. Firstly, it’s important to deepen cognition of thediversification, knowing about the target and strategy clearly. Secondly,innovate the management mode and rationalize the two relationships. Thirdly,reshape the government image in order to the legal right of the mainly subjectof the public service supply. Fourthly, improve the institutional constraint andprevent the diversification of the public service supply from obstruction.
