Research On The Planning And Controlling Of F Company M Business Unit Migration Project

In the modern world where economy is under rapid growth, every company isconsidering to adjust and reform their operation strategy. China, being one of thebiggest manufacturing service country,65%of worldwide electronic devices aremade here. With the rapid rising of manufacturing cost, every manufacturer is lookingfor ways to mitigate the situation. F Company opted to mitigate this by inlandmigration, simply migrating it’s labor intensive portion of manufacturing to theinland of China where the labor cost is deemed to be lower. At the same time wherethe labor cost can be lower, the migrant employee can work at places close to theirhometown. This thesis is taking the Wuhan migration project of F company Mbusiness unit as discussion topic. From the angle of project management and generalcorporate management methodology, in depth studying the planning, controlling ofthe scope of the project, so as the progress, cost and overall resources throughout themigration. Ultimate objective is to provide a lesson learn for other BUs to take asreference when there is an inland migration project.Chapter1of this thesis debriefs the background, objective and the implicationof this forum. In conjunction, key concept of project planning and controlling isapplied. M-BU, being one of the BUs which is migrating inland, over the migrationtransition, inevitably encountering facing problems such as, clear R&R accountability,effective communication, proper scheduling and etc. This research nails into the rootcause of the problems and provides the key to the solution.Chapter2debriefs the fundamental situation of F Company and the customer ofthe M-BU. From the external environmental factor and internal company and BUsituation, discusses the reason for the migration, the details of the migration methodology and the validation of the methodology.Chapter3researches, analyses and provides solution accordingly to the problemencountered over the migration project with respect to scope, progress, cost,communication and resources. On the scope of the project portion, author sanctionedscope is adapted. Basing on project R&R structure, defines the project team structureand the rule of thumb for the scope governance. On the progress planning part, beingkey factor of resources dependency, migration planning of equipment and rawmaterial (component) is discussed. On the cost planning portion, fundamental ofbudget and cost control is discussed. Last and not least, on the human resources partof it, relocation incentive of migrant employee, recruitment, arrangement ofnon-migrant employee are the key discussions.Chapter4researches and studies the problems we have confronted in progresscontrolling, cost controlling and human resource controlling. Different controlmethods are used for different fields. Weekly status report on human resource onboard status helps management to get clear picture timely. Simplified Bar Chart isimplemented to control the progress of the construction engineering projects, whichhelps those engineers who has never been trained for project management. For costcontrolling, cost on engineering construction projects and equipment transportationare the most changeful portion of the whole migration, recommend controllingmethod are addressed. The other costs are also briefed as long as they are deemedimportant. Human resource controlling is deemed the most complicated part of thewhole migration project, creative solutions are addressed in this chapter from thepre-migration, migration and post-migration periods.In the end, based on the research of this thesis, I proposed something on whichattention should be paid for migration project which is deemed to be the main valueof this study.
