With the information and the development of economic globalization, scientific and effective management have become the most important thing to protect the modern enterprise system and the healthy development. As is well known that the core of enterprise management is strategic management and the core of the strategic management is human resource management. And the human resource management can’t do without performance management especially performance appraisal. Effective management of human resources and the establishment a kind of suitable performance appraisal system has become an important way which help enterprise gain competitive, how to correct positioning of the performance appraisal, how to set up a set of suitable system for own enterprise performance evaluation, and how to ensure the effective implementation of the performance appraisal has become the key which can improve the level of human resources management of enterprises and create a competitive advantage and achieve strategic objectives.The object of this paper is a H science and Technology Co., Ltd. It is located in the Tianshui City of Gansu Province, the poorer city in the west of China. Its former is one of the earliest development military enterprises, which produced the integrated circuits. Along with the enterprise reformation, restructuring, reorganization, it became joint venture which named H science and Technology Co., Ltd in2003. Its state has been in raise of spiral about production and operational, for now it mainly engaged in the testing and packaging business about semiconductor integrated circuits and components. As the rapid expansion of the company and industry characteristics brought about by the mobility continues to increase, the weaknesses of the H became more and more prominent. It showed in human resource management and performance assessment. They mainly showed in these aspects:performance appraisal positioning is not enough clear, the decomposition is not enough scientific performance goals, assessment methods, a single operation is not up to standard, the lack of communication and feedback, not an effective use of assessment results and state-owned restructured enterprises remnants of the exit mechanism is not perfect. These weaknesses affect corporate executives effectively solve the problem of staff mobility increased, performance evaluation is difficult to play its due role, but also affects business efficiency and strategic objectives.The paper mainly shows some key problems about H technology Co., Ltd in performance appraisal and it also introduces several methods of performance appraisal, analysis the present situation of enterprise performance appraisal and business managers in performance appraisal often Misunderstandings. Finally, combined with the specific instance about the performance appraisal of Company H, the paper in-depth analyse some problems and difficulties that exist in the company’s performance appraisal and how to more effectively do the performance appraisal to the human resources administration departments of the company, to solve practical problems in the process of business operations, and suggesting the improvement programs.
