Under this background, Take full advantage of the country to support the resource-based economic restructuring and development policies and opportunities, promote technological innovation for SMEs, and give full play to the role of SMEs as a new force of technological innovation, has become the "Eleventh Five-Year""12" realization of Shanxi Province " leaps and bounds" an important measure of the strategic objectives.As an important subjects of technological innovation in Shanxi Province, due to lack of funds and personnel, coupled with independent innovation is a complex and difficult technical and economic process, SMEs in Shanxi Province are mostly weak in the independent innovation capability, which did not give full play to the role of the new force of technological innovation. Collaborative technology innovation can share resources and avoid risks, which is the effective way to achieve the innovation of SMEs at this stage and enhance the capability of independent innovation in Shanxi Province. But in recent years a large number of practices show that hinder the collaborative to carry out technological innovation and even lead to collaborative innovation failure of the main reasons there is no perfect support collaborative technology innovation system and the lack of awareness on the importance of collaborative technology innovation mechanism for talented people. It has become the most important issue in achieve the independent innovation of SMEs in Shanxi Province and enhance the capability of independent innovation in Shanxi Province.This paper uses the theory of technological innovation, collaborative theory, and collaborative technology innovation theory study Shanxi Province SME collaborative technology innovation. Firstly, the method of combining qualitative and quantitative analysis of Shanxi Province SME collaborative technology innovation and the necessity and the status quo, and the theory of technological innovation, collaboration theory and the division of labor theory as a guide on the Shanxi Province SME collaborative technology innovation system, constructed collaborative innovation dynamic model and analysis of its operating mechanism.
