Housing is the indispensable material element to human survival and development,with the dual attributes of the goods and welfare. Since the implementation of housingreform, the ownership rate of commodity housing has been improved rapidly, thehomeownership rate has reached80percent. Now, in our housing security system,affordable housing and low-rent housing’s coverage is too narrow, and there are lots ofdefects of their audit mechanism, coupled with the high prices of housing, more and morepeople neither can afford commodity housing nor be qualified to for the application of theaffordable housing and low-rent housing, all of these resulted in the "sandwich class"people. In order to solve their housing problems, it needs the cooperation of thegovernment and other departments to resolve. In recent years, with the accelerating processof urbanization, the newly employed people and migrant workers have increased sharply.Currently, the local residents is6.33million and the foreign population is about6.24million. In2010, Suzhou issued a ’public rental housing safeguards" and hoped to resolvethe housing problem for "sandwich class" people: the urban lower-middle-income families,new employees and the urban migrant workers.The paper is from the entry point of the construction practice in Suzhou and its mainmodes of supply. Then draw the good practice of foreign countries, and compare andanalyze the three main modes of supply of public rental in Suzhou: government andgovernment agencies supply; with the support of government, enterprise supply; with theguidance of government, social organizations supply. By the comparison, learns theirdifferent characteristics and common features and recognizes that the supply pattern ofgovernment and government agencies should be in the dominant position and have more vitality. At the same time, to solve the problems about its supply and demand structure,financial support and so on, the paper proposes some suggestions: strengthen thecooperation of multiple subjects; according to the housing filtration theory, it’s necessary totransform the existing housing fully to broaden the availability; finally, optimize the publicrental management process and perfect the supervision mechanism, make sure that thepublic rental system be implemented smoothly and effectively solve the housing problemfor "sandwich class" people, in order to promote the harmonious development of economyand society of Suzhou.
