The traditional concept that all residents have home ownership has affected generations of Chinese. Housing system reforming in 1998 meant the end of welfare-oriented public housing distribution system. Afterwards, the market of commercial residential building opened a prosperous future, and became the mainstay industry of our national economy. At the beginning of housing system reforming, central government administration offered a lot of preferential policies to real estate industry. However, the real estate industry is like a rapier. The price of housing has been a heated and sensitive topic among people. It overdrafts the fortune of people, and affects the quality of people’s life. In the meantime, our government has introduced different kinds of policies, including economically affordable housing, low-rent housing, and price-limited housing, in order to ensure the housing demands of low-and- middle income families. Meanwhile, there is a group that we cannot ignore existing. People usually call them sandwich class. They’re rejected from the housing guarantee system. They indeed have the demands of housing, but they can’t afford the high price of commercial building or commercial rented building. Furthermore, they don’t possess the qualification to apply guaranteed housing. Simple to say, they are helpless to find a way to solve their problems of home housing. Whether the problem of sandwich class can be figured out, it will influence the development of economy and even has huge effects on the society stability. Generally speaking, it is necessary to carry out a systematic research on public rental housing institution which can solve the problems of sandwich class.At the beginning of the paper, the writer analyses the reason why public rental housing institution is introduced by government from aspects of reality and theory in order to demonstrate the importance and rationality of public rental housing institution. Afterwards, I take Nanjing as example to demonstrate the result of public rental housing institution which is used to solve the housing problem of sandwich class. In practical terms, firstly, I use qualitative method to assess the justification of public rental housing institution including the fair of opportunity, fair of process and fair of result. Secondly, I make a questionnaire and send to 125 different people to conduct a research about the responsiveness of public rental housing institution. Thirdly, I use quantitative method and create a system that has seven indexes to appraise the public rental housing institution of Nanjing. These indexes relate to three aspects, which is expanding housing supply, improving quality of living and stabilizing the price of rental housing. Specifically, I use entropy method to accomplish this goal. Finally, it comes to a conclusion that the public rental housing institution has a good influence on the housing problem of sandwich class, especially on the aspects of expanding housing supply, and improving quality of living. After all, the public rental housing institution is a new policy. It has only a few years history. There are several obvious flaws we have to face and fix. Then in the fourth chapter, I describe them in detail. Because the overseas countries take the lead of research of public housing system for many years, they have abundant experiences and theories. Therefore, I take Germany and HK as example to introduce the advanced practice. At last, I get relevant inspiration to improve the public rental housing institution in China. After generalization and summarization, I pick up six suggestions to help our country to improve the public rental housing institution. They are improving laws, increasing the supply of public rental housing, perfecting professional management, exploring variety of ways to financing, strengthening the participation and supervising of social organization and establishing reasonable system of access and quit.
