Since ancient times,the Chinese people embrace the "Home Ownership"good vision.1988 housing system reform marks the end of our welfare housing distribution system,when the real estate market boomed and the real estate industry instant became hot.And increasingly high unreasonable house prices greatly affect everyone's living standards.As a result,the government have launched a low-rent housing,affordable housing as the representative of the various affordable housing policy,to meet the low-income groups housing requirements.At the same time,however,there is an increasingly neglectable group in the eyes of the community,they have an urgent housing needs,but neither in line with the current affordable housing access conditions,nor financial ability to buy or lease commercial housing.helpless Is caught in the gap of the policy,such groups,is the so-called "sandwich layer." This group of"sandwich layer" of housing security issues,is related to the socio-economic development,affecting the social harmony and stability.Therefore,it is necessary to carry out an analysis and study on the implementation of the public rental system to protect the "sandwich layer" housing demand.At the beginning of the paper,the current public rental system is summarized,combined with the theoretical analysis of the status quo discussion,demonstrated the existence and development of public rental housing rationality and inevitability.Then,taking Hefei Hi-tech Zone as an example,the fairness of public rental system is explained from the aspects of fairness of opportunity,fairness of process and fairness of result.The data of the questionnaire is collected to analyse the status quo of public rental.Finally,it is concluded that public rental housing is a kind of affordable housing in recent years,but the effect is remarkable,which enlarges the supply of housing and improves the living standard of the residents to a certain extent and guarantees the housing demand of the "sandwich layer".The Public rental system is a new housing security system,while the implementation process is still obvious deficiencies.In the third part of the thesis,the author summarizes the seven problems in the process of public rental in Hefei High-tech Zone,and analyzes its causes.This paper tries to analyze the experiences and lessons of the developed countries in the development of public rental housing,and get the inspiration for the development of the public rental system in Hefei High-tech Zone,which is based on the housing savings system in Germany and the "public housing"system in Hong Kong.At the end of the paper,seven questions about the implementation process of public rental housing and seven suggestions on how to improve the effect of public rental system are put forward.
