A Research On The Public Rental Housing System:Theory Interpretation International Experiences And Future Development

Since the thoughts of Housing Security System constant revisions, it still lacks of an integral framework from1979till now. The existing Housing Security System has a lot of loopholes, for the low-rent housing cannot keep low rent, the benefit of the affordable housing became aberrated, and the price of the capped-price housing never be capped. Meanwhile, there is a group of people were excluded from the security system, which was called the "Sandwich Class". In order to solve this group’s housing problems, a new policy had been worked out by the government that is "Public Rental Housing". Although this is a very young policy was acted in2010, it has gained a lot of attention from the academe. But those researches were still lack of theory and deeply analyze. So this article tries to work on theory Interpretation, empirical analysis and international experiences comparison to go deep into the Public Rental Housing System. Full text of7parts:Part1is an introduction of the essence of this article and key concepts of the research, also includes the explanation of the background, significance and literature review.Part2is an explanation of the cause and the function of the Public Rental Housing system. Although other housing policies has reached several achievements, but there are still a lot of problems. So it is necessary to set up Public Rental Housing security system to improve the whole Housing security system.Part3focus on exploring the theory analysis of the Public Rental Housing Security system. The aim is to find out the theory reason. The writer uses the theory of Market Failure, Government Intervention and Human Rights.Part4is based on analysis of the practice of Public Rental Housing. Since the new system got such high attention, it is necessary to learn the cities’practice clearly so that the writer could conclude the trouble and experiences during practice, then reevaluate the design of Public Rental Housing policy.Part5is the comparison of international experiences of different public housing security system. Those countries or areas which were chosen are USA, German, Singapore and Hong Kong.Part6bases on all the parts above, the article use the social security objective system to evaluate the new system’s objectives, with the hope to improve the new system’s future development. Part7is called conclusion. This part would conclude the whole article summarily and also explain the creative points and drawbacks of this research.
