Research On The Development Level And Efficiency Of Service Industry In Sichuan Province

Services industry is a crucial part of the national economy, whose development lever has become an important sign of measuring socio-economic level of development. Rapid economic has been achieved and people’s living standard has been significantly improved in Sichuan province since reform and opening policy firstly executed, which provides an excellent internal condition to service industry.Accelerating the development of service industry as well as raising its rate in national economy is necessary way out to achieve economic restructuring and to change the mode of economic. Moreover, these are also important to construct western highlands of economic development, and to realize the strategic positioning of’one hub. three centers and four bases’.This paper firstly analyzes the current development of service industry in Sichuan Province. With its rapid development in recent years, added values of service industry ranks first in the west, but the proportion in the national economy is ranks even lower. Although the internal structure of service industry has been optimized, proportion of traditional services remains higher, which reflects the unbalanced level of service industry between different areas. This paper also analysis the factors that restricts the development of services industry in Sichuan province combined with the reality. Service development opportunities are proposed. This paper secondly constructs the service development evaluation system on the bases of previous studies, which utilizes the method of factor analysis to make a comprehensive evaluation on service development level in31provinces to come a location of Sichuan province. And on the bases of this, input-output efficiency of the service sector in Sichuan Province were calculated using data envelopment analysis (DEA) method with the panel data from1997to2010. Results show that, comprehensive services is less efficient than that of the rest areas in China, and the difference mainly lies in pure technical efficiency, which shows a downward trend in recent years. At the end of this paper, some ideas and strategies are proposed to develop services industry in Sichuan province.
