In our country the conditions and circumstances of market economy systemconstantly improve, science and technology service industry has played a more andmore important role as a bridge of suppliers and demanders, and as an adhesive ofscientific research and industry departments in promoting social and economicdevelopment. Science and technology service industry as part of the nationalinnovation system of science and technology, provides complete logistics service forscience and technology activities. Its professional knowledge and skills are integratingall kinds of innovation main body, played a key role in each link of the industrialdevelopment of the birth of new results, new products, new technology, transformationand application, to become the new growth point of the third industry.R&D activities plays an important role in improving the core competitiveness andthe economic efficiency for an enterprise, research and development efficiency asdecisive indexes of efficiency of technological innovation, has always been the hot spotof the concern and research both at home and abroad. Domestic scholar’s researchdirection is more of in a comparison of a certain industry, concrete industry inside, acertain area or provincial R&D efficiency, but the research of the impacting factors ofR&D efficiency is not deep. The rapid development of science and technology serviceindustry has an inevitable and growing impact of our country’s level of technologicalinnovation and of the r&d efficiency. But now the findings of a study about the servicelevel of development of science and technology and the regional R&D efficiency ofliterature at home and abroad are very rarely, therefore, this article wants to calculateresearch and development efficiency of30provinces, municipalities and autonomousregions (except Tibet) in our country through data envelopment method, and using theempirical methods in order to study the relationship between regional R&D efficiencyand science and technology service industry.The paper first introduces the efficiency of regional development, science andtechnology service industry, elaborates the related influence factors of the two, then theprincipal component analysis (PCA) is used to calculate the total score of technologyservices in provinces, municipalities and autonomous regions (except Tibet) in order toon behalf of the regional science and technology service industry development level,using Malmquist productivity index method of data envelopment analysis (DEA) tomeasure the regions (except Tibet) of regional R&D efficiency of provinces,municipalities and autonomous, using regression analysis to explain the relationship between regional R&D efficiency and science and technology service industrydevelopment, then make results that science and technology service industrydevelopment level plays a positive role in promoting regional R&D efficiency, at lastputs forward relevant countermeasures and suggestions. |
