The resource-based cities rise and exhausted due to the resources, as the depletion of resource, transformation is the only option to avoid the decline of the city. The transformation of resource-based cities has been a world problem, related to a wide range of subjects such as Economics、geography and sociology. Developed countries has gone through the transformation of resource-based cities due to the early development, some Resource-based cities transformed successfully and the cities get a new start such as Los Angeles; some other cities transformed failed and people left the city such as Bertie town in California.1930s The United States, Canada, Australia and other countries with rich resources are starting the research of the transformation of the resource-based city and formed a rich and complete theoretical system. The transition model of the Resource-based cities has a certain universality, Their transition experiences are available to the similar cities in China. But China’s resource-based cities have their own particularity:most of the cities in China rise in the1960s, the government invested in the construction, so the resource-based cities has a strong sense of planning economy. On the problem of restructuring in the city can not completely copy the foreign successful transformation of the mode but from the condition of the city, learn the successful experience of foreign country and explore a suitable mode of transformation of their own regions.In this paper, the research method used qualitative analysis and quantitative analysis, take a life cycle theory and the theory of sustainable development as a guide. First define the resource-based cities from the "quality" and "quantity", The resource-based industries accounted for the position of the leading industries in the city and contributed to the GDP, output value of the resource-based industries account for at least10%of the total industrial output value. According to this standard, china has118medium-sized resource-based cities, through the analysis of these cities we can obtained the common characteristics of the resource-based cities in China:(l)Single economic structure and a high degree of resource dependence;(2)Fall into "Resource curse", economic development inefficiently;(3)ecentralized structure of urban space;(4)Deterioration of the ecological environment, the social contradictions become complex;(5)Faced with the problem of resource depletion, economic and social transformation is complex. Secondly, From general to specific, take huaibei anhui for example, Detailed analysis of the Achievements and problems in huaibei since1958. Use shift-share analysis method(SSM), quantitative analysis on the34industrial efficiency of large-scale industrial in Huaibei City, and give some targeted recommendations based on the results. In the end, Summarized the basic mode of foreign resources cities as well as the strengths and weaknesses of each mode, I propose transition in Huaibei city can use industrial extension and development of non-coal industries mode according to the stage of Huaibei coal industry development. Grasp the golden period of modern transformation, innovative ideas, take a long-term sight, push forward the city transformation actively and steadily.
