Competitive become more and more increasingly between enterprises with global economy tends to integration, for the21st century this competitive from the initial resources, market competition gradually evolving to become the core competitiveness of enterprises, also a talent-based competition. The talent has become the founder of the core competitiveness of enterprises, to become a winning enterprise competition. The one hand, enterprise spend the high-paying appointment of knowledge workers, on the other hand, the existing knowledge of employees in the enterprise does not contribute to the enterprise core technology progress and innovation management even the labor were continual loss of. How to motivate and stimulate knowledge workers creativity is an enterprise the biggest confusion in the current corporate human resource management. In fact, to motivate staff, develop staff loyalty, most basic requirement is to recognize and understand the employees also understand their expectations and demands to the enterprise, so balance the pay and reward, rights and obligations as to effectively motivate staff.Shanxi Compressed Natural Gas Group Co., Ltd is a new energy-based and a state-owned enterprises. The company found in a short time, which have college educated workers accounted for a large proportion of the age structure of mainly middle-aged employees under the age of40. These employees have a wide career freedom, a strong sense of autonomy, professional quality, a special hierarchy of needs, the results of the work is difficult to measure characteristics different from the ordinary employees. The incentive for these employees is the challenges and key issues in the Group Human Resource Management. Incentives and measures are difficult to be effective. This article pays on the employee motivation of Shanxi Natural Gas Group Co. Ltd from the point of view of psychological contract. First, author on the research of Chinese and foreign scholars’ psychological contract theory analysis review aims to lay the theoretical foundation for of Shanxi compressed gas employee incentive issues. Secondly, through interviews, analysis, statistics, comparison of the way, Shanxi Looking forward to compressed natural gas college educated employees, incentive preference factors research, and combined with statistical and interview results, analysis of the Group’s employee incentive problems and enterprise development. Then the group of staff motivation means and measures from the three aspects of the creation of the psychological contract, psychological contract maintenance and repair of the psychological contract.
