Establishment Of Regional Science And Technology Innovation System Under The Sight Of Sustainable Development

Traditional regional science and technology innovation take the innovation of the economic benefit as the only criterion of success, and take the regional economic growth as the main mark of the evaluation of regional science and technology innovation mechanism. Although this has played a positive role on the mankind’s economic development, but it focus too much on economics meaning, while ignoring the ecological significance of the science and technology innovation. Along with the science and technology innovation and the development of the global environmental problem increasingly dash forward show, the supremacy of the interests of the idea of innovation in science and technology have made human beings caught in the crossfire. The traditional idea of science and technology innovation limited to unidirectional orientation of economic value, it is with the feature of ask for nature resources and waste the emission the waste. This linear, non circular pattern against the balance of ecosystem and circular principle, it will lead to further deterioration of ecological environment, but will make the economic growth more and more limited. The values of this development model has gradually been proved to not meet the practical requirement of human social development, we need to use the sustainable development theory to guide our economic and social development. Let the economy, society and zoology be coordinate development. Do not forget the importance of sustainable development while the economic is developing, so as to achieve sustainable development in economic, social and ecological environment.This article is divided into five chapters. Chapter one made the brief elaboration on the research background, the research goal, the research methods and the innovation. Chapter two elaborates the theoretical basis of this paper, the theory of sustainable development and regional science and technology innovation theory. Chapter three is the core of the paper. This part analysis to the domestic and abroad on the research of regional science and technology innovation ability evaluation index system, and points out the deficiencies in existing research results. On this basis we introducing the theory of sustainable development, and then through the deep analysis on the connotation of sustainable development and the relationship between sustainable development and science and technology innovation, we select the correlation index to build the regional science and technology innovation ability evaluation index system under the perspective of sustainable development. Chapter four is the empirical part. Through SPSS12.0and factor analysis method, we take the data of science and technology innovation ability from2005to2009in Shanxi province to processing analysis, and an example is used to verify the analysis results. Chapter five is the part of conclusion and prospect.
