The Evaluation Of Innovation In Hubei Province And Its Influencing Factors

Innovation is the booster for economic development,the inexhaustible impetus for sustainable development.With the development of globalization.Regional integration has prevailed among the world.How to promote coordinated development of regional economies has been the focus of global attention.Served as the hub for the economic and cultural exchanges among central China,Hubei province has faced a huge task of Rise of Central China with the exceptional geographic advantages and resource advantages.In 2012,The government of Hubei proposed that "Innovation Hubei" development is the core of the development on"five Hubei" and the innovation is the priority during the strategic developments.It's an urgent problem to be solved at present to maximize the advantages on innovation of Hubei province and speed up the process of "Innovation Hubei" development according to their own characteristics and resources.Based on the definition of the connotation of innovative region,this thesis does the research on Construction on innovative region from four aspects:innovation resources,innovation environment,innovation,innovative performance.Construction on innovative region is to create a favorable environment for innovation through the effective concentration of innovation resources and fully demonstrate an excellent capacity to innovate on the region,which can break through the pre-existing regional economic growth system fundamentally,so that it can be useful to achieve the transformation of economic growth mode from extension to connotation and this kind of innovation can make more contribution on economic growth.On this basis,first of all this thesis selected the data in 2014.Then it evaluated the innovation construction on more than 30 provinces from four aspects:innovation resources,innovation environment,innovation capacity,innovation performance by Factor Analysis.As the evaluation showed,Hubei province has the largest advantages on innovation resources ranked No.7 through the nationwide but relatively it's lack of innovation capability ranked 10th.After that,it evaluated the innovation performance of each province and from these researches,in the terms of innovation performance,Hubei ranked 8th through the nationwide,at the top of Central China meanwhile.Next,Hubei was assessed separately by the use of the data from 2001 to 2014.It analysed all the factors during the "Innovation Hubei" development by the Factor Analysis from four aspects:innovation resources,innovation environment,innovation capability,innovation performance.As the research indicates,human resource for innovating in Hubei province is abundant,but its investment and environment for innovating are imperfect and incomplete,which results in some serious brain drain.Whereas since the industrial transformation ability is poor in Hubei and its degree of integration among the industry,education,research is not high enough that it's a little hard for the development of innovative industry,the economy has been still mainly relyed on the pull of traditional manufacture.From 2001 to 2014,Hubei has shown a steady upward trend in all aspects,even though its extent of growth differs with other province when compared to them.Finally,according to all the factors during the "Innovation Hubei"Development,this thesis will provide 7 policy recommendations to promote the process of innovation on Hubei construction from 3 aspects:enhance innovation capability of innovation subject,strengthen the research talents training,meanwhile increase investment in science and technology,moreover improve the environment for innovation.
