The Research Of Urban And Rural Integration Construction Of Jinzhong County, Shanxi Province

Our country is in a critical period of building a moderately prosperous society, deepening reform and opening up and accelerating the transformation of economic development. In the next five years, China’s industrialization, normalization, urbanization, mercerization internationalization will also be the deepening of development. To achieve these goals, we must accelerate economic restructuring and transformation of economic development, improve the quality of development. Getting rid of the urban-rural dual structure and promoting urban and rural integration and urbanization, is not only the transformation of economic development, an important measure to maintain long-term stable and rapid economic development, but also a major strategic task which build a new workers ’and peasants’ urban-rural relations and promote a harmony social. In our country, the significance of promote the urban and rural integrated development is very deep. First of all, the need to accelerate the implementation of the expanding domestic demand strategy to promote the healthy development of urbanization. Second, building a socialist harmonious society requires the integration of urban and rural economic and social development. Third, we must take reform and innovation measures, and explores ways to promote the development of urban and rural integration. However, the current contradictions of urban-rural dual structure are prominent, and it has become the major institutional barriers which restrict the coordinated development of urban and rural areas and eliminate the differences between urban and rural areas. So, we must increase the pace of reform in the urban-rural dual structure, break the bottleneck of the dual structure of economic and social development.This paper focus on four aspects of urban and rural integration of Jinzhong city of Shanxi Province, including urban and rural planning, urban and rural economic development, urban and rural infrastructure construction, urban and rural public facilities construction. The paper analyzes each county’s urban and rural development of the four counties of Jinzhong City, pointes out its achievements and summarizes their development characteristics. They are tourism advantages to promote urban and rural integration in Pingyao county, industry promoting agriculture and to promote the Jiexiu urban and rural integration, perfecting system and mechanism to promote the integration of urban and rural construction in Shouyang county, development of manorial economy to promote Zuoquan county urban and rural integration. And analyzes the problems of Jinzhong city in the urban and rural development, these problems includes the integration of urban and rural awareness need to be clear, urban and rural administration system reform needs to be strengthened, urban and rural industrial coordination development mechanism need to be improved, urban and rural institutional mechanisms need to be improved, public services and social management needs to be further enhanced, county’s economic strength is to be further enhanced. Finally put forward to perfect the countermeasure that the integration of urban and rural development. They includes deepen understanding, promote urban and rural planning and integration; promote the industry coordinates development, improve development effectiveness; prominent county main body, enhance the inherent power of urban and rural development; deepening the reform of administrative management system, stimulate the development potential; perfect system mechanism, promote urban and rural service equalization. In the end, the article gives three conclusions:the first one is that the development of prefecture region economy plays key role in promoting the integration of urban and rural development, the second is country should actively explore suitable for its own characteristics of the integration of urban and rural development; the third is that urban and rural integration is a system engineering, it needs to constantly improve its relevant system mechanism in order to advance urban and rural economic and social development.
